2.05.010 - Purpose.¶
The purpose of this ordinance is to specify the permissible uses for the use of the common seal and other official insignia of the City of Richmond.

2.05.020 - Definitions.¶
(a) Common seal: The seal of the City of Richmond is as described in Article II, Chapter 2.04.010, of the Municipal Code.
(b) City motto: The motto of the City of Richmond shall be "The City of Pride and Purpose."
(c) Police patch, emblem or star: The Richmond Police Department patch or emblem shall be a shield shape bordered by gold piping with the word "RICHMOND" in gold letters on a blue background on the upper half of the emblem, with the City seal (excluding text and date), in the center, with the word "POLICE" in gold letters on a blue background on the lower half of the emblem. The Police Department star shall be a seven-point star shape with a gold border, with a bald eagle, wings outstretched, at the top of the star, and a harbor scene in the center, surrounded by the words "CITY OF RICHMOND POLICE" in white letters against a black background.
(d) City of Richmond website banner: The City of Richmond website banner shall be the picture that appears across the top of the City's Official Website. http://www.ci.richmond.ca.us/
(e) Other Official City Insignia: In addition to that listed above, Other Official City Insignia shall be any other intellectual property right owned by the City.

2.05.030 - Custody and Use of Common Seal and Other City Insignia.¶
(a) The Clerk of the City Council shall have custody of the common seal, the City of Richmond website banner, the Police and Fire Department patches, emblems, and stars, and all other City logos or insignia (hereinafter "City Insignia"). The use of City Insignia shall be for purposes directly connected with the official business of the City of Richmond, its City Council, officers or departments, and for those matters expressly approved by the Clerk of the City Council or his or her designee.
(b) The Clerk of the City Council or his or her designee is empowered to authorize the use of City Insignia on items that are offered for sale by the City of Richmond for the purpose of promoting the City.
(c) With the exception of uses of City Insignia for purposes directly connected with the official business of the City of Richmond, a person shall not, without the prior approval of the Clerk of the City Council or his or her designee, use or allow to be used any reproduction or facsimile of City Insignia in any manner whatsoever

2.05.040 - Penalty.¶
Violations of any of the provisions of this chapter shall be subject to the penalties set forth in Sections 1.04.100, 1.04.110, 1.04.120, 1.04.150, and 1.04.160 of this Code.

2.05.050 - Severability.¶
If any section, subsection, paragraph, sentence or word of this Ordinance is for any reason held to be invalid, such a decision shall not affect the validity of the remaining portions of this Ordinance. The City Council hereby declares that it would have passed each section, subsection, paragraph, sentence or word of this Ordinance irrespective of the invalidity of any other section, subsection, paragraph, sentence or word.

2.05.060 - Effective Date.¶
This Ordinance shall become effective 30 days after its final adoption and passage.
