9.25.010 - Legislative purpose.¶
The city council finds and declares that the provisions of this chapter are enacted for the following reasons:
A. Riding or using bicycles, roller blades, roller skates, skateboards by persons upon public right of ways, public facilities and commercial areas within the city is a prevalent activity.
B. The public health, safety, and welfare require that persons riding or using bicycles, roller blades, roller skates and skateboards upon the public rights of way, public facilities and commercial areas within the city follow certain rules to promote public safety.
C. It is the purpose of this chapter to establish rules for the safe use of bicycles, roller blades, roller skates, skateboards and similar devices within the city of Rialto.

9.25.020 - Definitions.¶
For purposes of this chapter, the following definitions shall apply:
"Bicycling" means the use of bicycles in such a way that causes them to be ridden by a person or otherwise propelled by a person.
"Commercial area" means all public right of ways within the city's commercial zones where one or more commercial establishment is located.
"Downtown" means the commercial area along and upon Riverside Avenue from Merrill Avenue on the south to Foothill Boulevard on the north.
"Public facility" means any area devoted to public use in the city including auditoriums, airports, civic centers, libraries, museums, parks, parking lots, recreation centers, schools, and open spaces adjacent thereto.
"Roller blades" or "roller skates" mean any shoe, boot, or other footwear to which one or more wheels are attached.
"Skate" or "skating" mean the use of roller blades, roller skates or skateboards, or other such similar devices, in such a way that causes them to be ridden by a person or otherwise propelled by a person.
"Skateboard" means any platform of any composition and of any length to which any number of wheels are attached and which may be ridden or propelled by any person.

9.25.030 - Duty to yield the right of way.¶
Any person who skates on or with any roller blades, roller skates, skateboard or other such similar devices shall yield the right of way to all pedestrians, persons in wheelchairs, motor vehicles, and animals.

9.25.040 - Bicycling and skating prohibited in downtown.¶
A. Bicycling. It shall be unlawful for any person to ride or propel any bicycle or other such similar device upon any sidewalk in downtown.
B. Skating. It shall be unlawful for any person to ride or propel any roller blades, roller skates, skateboard, or other such similar devices upon the sidewalk in downtown.
C. Notice. The director of public works shall cause signs to be erected in downtown, so as to provide reasonable notice to the public of the prohibitions of this section.

9.25.050 - Bicycling and skating prohibited where ordered and posted.¶
It shall be unlawful for any person to ride or propel any bicycle, roller blades, roller skates, skateboard, or other such similar devices upon any public right of way or public facility wherever the city council by resolution so determines and directs the display of signs to provide reasonable notice to the public of such prohibition.

9.25.060 - Prohibition of skating on private property.¶
A. It shall be unlawful for any person to ride or propel any roller blades, roller skates, skateboard, or other such similar device, upon any private driveway or sidewalk, private parking lot within any commercial area wherever signs are displayed that provide reasonable notice to the public of such prohibition as provided in subsection B of this section.
B. The owner or person in lawful possession of property in a commercial area may display signs in plain view including signs at each entrance to the property prohibiting skating on such property. The signs must be a minimum of seventeen inches by twenty-two inches with one-inch block lettering on a contrasting background. The text of the sign must include the following information:
"SKATEBOARDING OR SKATING IS PROHIBITED.
SECTION 9.25.060 RMC.
RIALTO POLICE DEPARTMENT."

9.25.070 - Use of incline devices prohibited.¶
It shall be unlawful for any person to construct, establish, maintain, use, or place any ramp, or other incline device that can be used for skating in any place within the city where skating is prohibited pursuant to this chapter.

9.25.080 - Order to cease bicycling or skating.¶
Any person who rides or propels any bike, roller blades, roller skates or skateboard in any area prohibited by Section 9.25.040, 9.25.050 or 9.25.060 hereof shall be ordered to cease bicycling or skating and to leave the area by any Rialto police officer. In the event that any person fails to comply with such an order or the person resumes bicycling or skating in any area where bicycling or skating is prohibited, any Rialto police officer shall cite said person with violating this chapter and said officer shall confiscate the person's bike, roller blades, roller skates or skateboard, or other such similar device, as evidence of the violation of this chapter.

9.25.090 - Violation.¶
Any person who violates any provision of this chapter or an order pursuant to Section 9.25.080 shall be guilty of a misdemeanor.
