13.20.010 - Compliance with national standards.¶
Whenever the provisions of this chapter, city ordinances, state and federal laws are not applicable for any reason to any situation involving the protection of persons or property from the hazards of fire and/or explosions, the materials, methods of construction, installations, practices or operation necessary to provide such protection shall be in accordance withnationally recognized and accepted standards.

13.20.020 - Fueling—Restrictions.¶
No aircraft shall be fueled, refueled or drained while the aircraft engine is running or while the aircraft is in a hangar. Helicopters may be refueled with engines operating if the operator conforms with FAA guidelines and publishes specific procedures that insure that the hot refueling can be accomplished safely. The published procedures must be submitted to the airport manager for review and authorization.

13.20.030 - Fueling—Grounding required.¶
During all fueling operations, the aircraft and appurtenances used shall be grounded by an approved method.

13.20.040 - Fueling—Passenger deplaning.¶
Passengers shall deplane from any aircraft prior to and during its fueling unless an attendant is stationed at the aircraft cabin door during such operation.

13.20.050 - Fueling—Overflow prevention.¶
Personnel engaged in fueling operations shall take necessary precautions to prevent overflow of fuel.

13.20.060 - Fuel spills.¶
All fuel spills will be reported to the airport manager as soon as possible in order to determine if inspection and/or fuel spillage reports should be filed.

13.20.070 - Fueling—Personnel restrictions.¶
Personnel not engaged in fueling or maintenance of the aircraft, except as provided in Section 13.20.040, are not permitted within fifty feet of such aircraft during the fueling operations.

13.20.080 - Fueling—Smoking restrictions.¶
Smoking or the lighting of an open flame is prohibited within fifty feet of any fuel operation.

13.20.090 - Fueling—Distance from buildings.¶
Fueling operations shall be conducted at least fifty feet from any hangar or building unless a waiver has been granted by the fire department.

13.20.100 - Fueling—Fire extinguisher requirements.¶
An adequate fire extinguisher shall be within ready reach of fueling operations.

13.20.110 - Electrical operation restrictions.¶
No electrical or radio equipment shall be operated during fuel operations.

13.20.120 - Fueling—Equipment.¶
All fuel dispensing equipment shall be kept in a safe and nonleaking condition.

13.20.130 - Fueling—Aircraft start-up.¶
No aircraft shall be started when there is fuel on the ground, under or near the aircraft.

13.20.140 - Receptacles for flammable rubbish.¶
Lessees of hangars or other airport areas shall provide suitable metal receptacles with hinged lids for the storage of oily waste, rags, and other flammable rubbish.

13.20.150 - Fire extinguishers.¶
Lessees shall maintain in proper working order, adequate and readily accessible fire extinguishers in accordance with city fire department regulations. Extinguishers shall carry a tag showing the date of the most recent service inspection.

13.20.160 - Smoking.¶
Smoking is not permitted in any hangar where it is hazardous to do so or where no smoking signs are posted.

13.20.170 - Hangar entrances.¶
Hangar entrances shall be kept sufficiently clear to permit ready access to buildings to combat fires.

13.20.180 - Flammable liquids.¶
The storage, handling and use of all flammable liquids shall be as per this chapter and as per the fire prevention code of the city as adopted in Chapter 15.28.
