13.05.010 - Adoption of FAA regulations.

The rules and regulations promulgated by the Federal Aviation Administration and presently in effect, and all additions or amendments thereto are referred to, adopted and made part of these regulations as fully in all respects as if particularly set forth herein.

13.05.020 - Compliance required.

No person shall navigate any aircraft over, land upon, takeoff from, or conduct any operation on or from the airport, otherwise than in conformity with this chapter and the rules and regulations of the state of California and the Federal Aviation Administration.

13.05.030 - Suspension of flights.

The airport manager, or his/her designated representative, may restrict or suspend any or all flight operations, as deemed necessary, in the interest of public safety, military need or special circumstances.

13.05.040 - Parking—Airport tenants.

Airport tenants shall park aircraft owned by them or in their custody only on areas leased to them.

13.05.050 - Parking—Privately owned aircraft.

Privately owned aircraft shall be parked only in areas assigned to them by the airport manager or the appropriate fixed based operator, as applicable.

13.05.060 - Parking—Transient aircraft.

Transient aircraft shall be parked only in designated areas.

13.05.070 - Parking—Unattended aircraft.

No aircraft shall be left unattended unless properly secured.

13.05.080 - Wheel brakes.

No person shall operate any aircraft on the airport unless the aircraft is equipped with effective and functioning wheel brakes, nor shall any person use or operate on the airport any aircraft equipped with a tail skid in place of a tail wheel.

13.05.090 - Boarding and disembarking restrictions.

Except in an emergency, no person shall board or disembark from any aircraft on the taxiway, landing or take-off area of the airport.

13.05.100 - Starting engines.

An aircraft engine shall not be started unless a competent operator is at the controls and adequate brakes are fully set or the wheels are set with blocks. A competent operator must remain at the controls as long as the engine is operated. Aircraft may be run up only after it is determined that turbulence will not endanger other aircraft, property or persons.

13.05.110 - Operation into and out of hangars.

No aircraft shall be taxied into or out of the hangar. Aircraft being taxied and scheduled for service in a hangar shall be halted twenty feet from the hangar doors and the engine stopped. Approved power-operated industrial trucks may be used to move aircraft into, about and out of hangars. Aircraft engines shall not be operated within hangars, but may be electrically turned over during servicing operations.

13.05.120 - Taxied aircraft.

No person shall taxi any aircraft unless there is no danger of collision with any person or object. All aircraft shall be taxied at a safe and reasonable speed commensurate with safe operation in relation to existing conditions and with due regard for other aircraft, persons and property. Aircraft shall not be taxied in excess of five miles an hour in building and parking areas or on ramps.

13.05.130 - Approaching runway for take-off.

Aircraft approaching the runway for take-off shall be stopped at least one hundred feet from the runway use and shall not be taxied onto the runway without the pilot first having made a visual check of the runway and air traffic.

13.05.140 - Formation take-offs.

Formation take-offs are prohibited.

13.05.150 - Take-off and arrival restrictions.

Due to noise impact and safety considerations, take-offs from and arrivals to Runway 17 are prohibited.

13.05.160 - Entrance into traffic pattern.

The established traffic patterns for fixed-wing aircraft are:

Right — traffic to Runway 24

Left — traffic to Runway 6

Left — traffic to Runway 35

Runway 17 is closed for other than emergency operation.

All fixed-wing traffic patterns shall be at an altitude of two thousand five hundred feet mean sea level (2500 msl).

13.05.170 - Caution required when entering or leaving the traffic pattern.

Aircraft entering or leaving the traffic pattern shall exercise extreme caution and shall not cause other aircraft in the pattern to deviate from their course.

13.05.180 - Turn after take-off.

A. After take-off, no fixed-wing aircraft shall commence a turn to the south until the airport boundary has been reached and the aircraft has obtained an altitude of at least two thousand five hundred feet above mean sea level and the pilot of the aircraft has determined that such a turn can be made safely.

B. Pilots are requested to avoid flight over high density residential areas due to noise sensitivity.

13.05.190 - Conformance to traffic patterns.

All aircraft, except in an emergency, shall conform to the established traffic patterns.

13.05.20 - Safe distance between aircraft.

Safe distances shall be maintained between aircraft in the traffic pattern. Passing or cutting in front of other aircraft in the pattern is prohibited.

13.05.210 - Accident—Report required.

Accidents of any nature occuring on the airport shall be reported as soon as practicable to the airport manager, along with names and addresses of persons involved and witnesses.

13.05.220 - Accident—Removal of damaged aircraft.

In the event of an accident, the airport manager may have the damaged aircraft removed from the landing areas, ramps, aprons, or other airport areas at the expense of the owner and without liability for damage resulting from such moving.

13.05.230 - Aircraft move—Manager's direction.

Upon the direction of the airport manager, the operator, owner or pilot of any aircraft on the airport shall move the aircraft from or to any place designated on the airport. If the operator, owner or pilot refuses to comply with the directions, the airport manager may have the aircraft moved from or to such place at the owner's expense and without liability for damage resulting from such moving.

13.05.240 - Repair of aircraft.

No aircraft shall be permitted to remain on any part of a taxiway, landing or take-off area for the purpose of repairs. All repairs shall be effected at places designated therefor. Only minor preventative maintenance is permitted in areas other than authorized maintenance shops.

13.05.250 - Hangar floors.

Hangar floors shall be kept clean and free from oil, and no flammable solvent shall be used for cleaning purposes in shops, hangars or other buildings.

13.05.260 - Degreasing.

Degreasing of aircraft and/or aircraft engines is permitted only in designated maintenance shops and other areas so designated. Degreasing shall not be done by the spraying of a flammable substance.

13.05.270 - Rubbish accumulations.

No boxes, crates, rubbish, paper or other litter is permitted to accumulate on the airport or in any hangar. All oil, paint, dope and varnish, or other such containers shall be removed from hangars immediately upon being emptied.

13.05.280 - Storage of ladders, cans and boxes.

No ladders, cans, boxes, etc., of any nature may be left in aircraft storage areas without prior approval of the airport manager or the appropriate fixed based operator, as applicable.

13.05.290 - Storage constituting a fire hazard.

No material of any nature shall be stored as to constitute a fire hazard.
