§ 4-9.1101. Graffiti: Reward.¶
(a) A reward in an amount not to exceed Two Hundred Fifty and no/100ths ($250.00) Dollars is authorized, offered and may be paid by the City to any person who provides information leading to the determination of the identity of or the apprehension of any person who willfully or maliciously paints, marks or defaces any private or public property within the City.
(b) The exact amount of the reward shall be determined by the Public Safety Commission after receipt of a report of the incident from the Police Department. No law enforcement officer or officer or employee of City shall be eligible for such reward.
(c) Any person apprehended violating the provisions of Penal Code Section 594 (malicious mischief), 640 or 640.5 (affixing graffiti on or in vehicles of governmental entity or public transportation system), or any other law prohibiting a person from willfully or maliciously painting, marking or defacing any private or public property shall pay to the City the amount of any reward paid pursuant to this section. If such person is an unemancipated minor, such minor's parents or guardian are so liable and shall pay such amount to the City.

§ 4-9.1102. Display of aerosol spray paint containers and marker pens.¶
Every person who owns, conducts, operates or manages a retail commercial establishment selling aerosol containers, or marker pens with tips exceeding four millimeters in width, that contain anything other than a solution which can be removed with water after it dries, shall store or cause such aerosol containers or marker pens to be stored in an area which may be viewable by, but not accessible to the public in the regular course of business without employee assistance, pending legal sale or disposition of such marker pens or paint containers.
