§ 4-9.201. Littering unlawful.¶
It is unlawful for any person to throw into or deposit upon, or cause to be thrown into or deposited upon, any public street, highway, grounds or private premises, except in a place designated by the Superintendent of Streets, any glass, broken ware, dirt, rubbish, garbage, filth, cleanings from oil sumps or oil wells or broken concrete or rubbish from the demolition of buildings or other structures.

§ 4-9.202. Maintenance of litter.¶
It is unlawful for any person to maintain, or cause to be maintained, upon any private premises any glass, broken ware, dirt, rubbish, garbage, filth, cleaning from oil sumps or oil wells or broken concrete or rubbish from the demolition of buildings or other structures without a written permit from the Superintendent of Streets to do so. Violation of this section is hereby declared to be a public nuisance.

§ 4-9.203. Exemptions from article.¶
The provisions of this article shall not apply to the ordinary accumulations of rubbish or garbage by the occupant or user of any private property when the following conditions exist:
(a) When the accumulation of rubbish or garbage is by virtue of the occupation or use of the private property or premises or is by virtue of the business conducted thereon;
(b) When wet garbage placed in a parkway or alley for collection shall be contained in a metal, plastic, hard rubber or rubber container having a capacity of less than 10 gallons and having a tightly fitted lid and is not mixed with any foreign substance;
(c) When all glass, cans and metals shall be placed in a separate container having a capacity of less than thirty (30) gallons without any combustible rubbish being placed therein; or
(d) When combustible rubbish left in or on the public streets, curbs, parkways or alleys has been first placed in a box or container.
