§ 3-9.01. Established: Composition and compensation.¶
There is hereby established in and for the City a Police Reserve Corps which shall be referred to in this chapter as the "Corps". The Corps is established as a voluntary organization and shall be composed of persons to be appointed by the Chief of Police, who shall be referred to in this chapter as the "Chief". Each and all of such persons so appointed and composing the Corps shall serve gratuitously. The Chief shall have complete authority and control over the Corps and may appoint as members any persons he deems to be qualified, and he may reject any application for membership.

§ 3-9.02. Function of Corps.¶
The Corps shall function as a unit of the Police Department in the program and activities of the Emergency Organization of the City and shall also function to assist regular police officers of the City in law enforcement and the maintenance of peace and order.

§ 3-9.03. Training and assignments.¶
The Chief shall provide for the training of candidates for membership in the Corps and for the further training of Corps members in all fields of police activity and, for such purposes, may assign such members to any of the various police duties of the Police Department.

§ 3-9.04. Membership.¶
Membership in the Corps shall be open to both men and women, and whenever the male sex is referred to in this chapter, it shall be construed to include both male and female.

§ 3-9.05. Qualifications.¶
No person shall become a member of the Corps established by the provisions of this chapter until he has completed the designated training and is able to meet all the other requirements prescribed for such membership. When so qualified, and when selected, such member shall then be sworn in by the Chief, or his duly authorized representative, as a member of the Corps and shall take and file with the City Clerk the required loyalty oath.

§ 3-9.06. Rules and regulations.¶
In order to effectuate the purposes of the Corps, the Chief may, by order, establish rules and regulations to govern the Corps, including the fixing of specific duties of its members and providing for the maintenance of discipline. He may change such orders from time to time.

§ 3-9.07. Termination and resignation from membership.¶
The membership of any person in the Corps may be terminated by the Chief at any time, and any member may resign from the Corps at any time upon submitting written notice of such resignation.

§ 3-9.08. Issuance of identification.¶
When a selected and designated person has fulfilled all the requirements set forth in Section 3-9.05 of this chapter, an identification card, badge, and cap piece, and such other insignia or evidence of identification as regulations may prescribe, shall be issued to such person who shall thereupon be a member of the Corps.

§ 3-9.09. Carrying firearms.¶
No member of the Corps shall carry any firearm until he has qualified for and received written permission to do so signed by the Chief. All members of the Corps, when on duty, shall carry the regulation baton unless otherwise instructed.

§ 3-9.10. Authority of members.¶
A member of the Corps, when on duty as assigned by the Chief, or his duly authorized representative, shall have the authority to direct traffic in accordance with the provisions of the laws of the City and the State and shall have the same general powers of arrest as any regular member of the Police Department, subject, however, to any limitations which the Chief, or his duly authorized representative, may impose.

§ 3-9.11. Increasing and decreasing membership.¶
Subject to the provisions of Section 3-9.01 of this chapter, the Chief may, by order, diminish or expend the membership of the Corps at any time as in his discretion may be required.

§ 3-9.12. Uniforms, side arms, belts, holsters, and the like.¶
The uniform for members of the Corps shall be similar to that worn by the regular members of the Police Department, but with an identifying insignia to be prescribed by the Chief. Side arms shall be carried in the regulation holster of the Sam Browne belt as approved by the Chief. All police articles, such as uniforms, caps, Sam Browne belts, holsters, handcuffs, weapons, badges, and identification cards, generally utilized in uniform field operations, shall be furnished by the City and shall be and remain the property of the City.
All such police articles, with the exception of identification cards, shall be utilized only while the member is on duty as assigned by the Chief.

§ 3-9.13. Exclusion from civil service system and State Employees' Retirement Act.¶
The members of the Corps, as such, shall not be in or under the civil service system of the City nor, as members of the Corps, shall they be in or under the California Public Employees' Retirement Act or system membership of the City, but each and all of the members of the Corps, as such members, shall be entitled to receive the full protection and benefits provided for disaster workers and civilian defense workers, all as contemplated and set forth in and under the provisions of the Labor Code of the State relating to disaster service workers and civilian defense workers.

§ 3-9.14. Unlawful misrepresentation.¶
It is unlawful for any person, other than a regular police officer of the City, who is not a member of the Corps:
(a) To wear, carry, or display any identification card, badge, cap piece, uniform, or insignia of the Corps; or
(b) In any manner to represent himself to be connected with the Corps.
