§ 3-6.01. Definitions.¶
For the purposes of this chapter, certain words and phrases used herein are defined as follows:
"Electric vehicle"
means a vehicle which uses one or more electric motors for propulsion. An EV is either fully or partially powered on electric power. This includes both battery electric vehicles as well as plug-in hybrid electric vehicles.
"Electric vehicle charging station"
means an electric vehicle charging station with a minimum installed "level 2 electric vehicle service equipment" capable of charging at 40-amp or higher at 208/240VAC. An electric vehicle charging station capable of simultaneously charging at 40-amp for each of two vehicles shall be counted as two electric vehicle chargers.
"Non-charging vehicle"
means any vehicle parked in a designated electric vehicle space that is not charging at any given time.
"Operator"
means and includes every person who shall operate a vehicle as the owner thereof or as the agent, employee, or permittee of the owner.
"Park"
means to stop, stand, or leave standing, any vehicle, except temporarily whether occupied or not.
"Parking meter"
means any mechanical or electronic single or multi-space device, system, or meter that registers payment for an on-street parking space and is erected for the regulation of parking.
"Pay machine"
means any mechanical or electronic multi-space device, or system erected for the regulation of parking that registers payment for parking at a public parking lot.
"Payment"
means any lawful coin, bill, or combination of coins and bills of the United States of America, credit card, debit card, permit allowed for the zone or in the manner prescribed on the parking meter, pay machine, or at the parking space.
"Public parking lot"
means any public area which is owned, leased or operated by the City for the purpose of providing vehicular parking facilities.
"Stop," "stand" or "standing"
means any cessation of movement of a vehicle, whether occupied or not.
"Street"
means any public street, avenue, road, boulevard, highway, or other public place in the City established for the use of vehicles.
"Temporarily"
means the period of time in which it takes to reasonably make payment at a parking meter or pay machine, but shall in no event be more than five minutes.
"Vehicle"
means any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon rails or tracks.
| Whenever any words or phrases used in this chapter are not defined in this section but are defined in the Vehicle Code of the State, such definitions are hereby incorporated in this chapter and shall be deemed to apply to such words and phrases as though set forth in full in this chapter. |

§ 3-6.02. Parking meter zones.¶
All streets and public places included within the following districts within the City are hereby designated and named as Central Traffic District Nos. 1, 2, and 3 and are described as follows:
(a) Central Traffic District No. 1. That certain district which lies between the northerly boundary line of the City on the north, the southerly line of Ruby Street on the south, the Pacific Ocean on the west, and the easterly line of Pacific Coast Highway on the east and including the 300 block of North Francisca.
(b) Central Traffic District No. 2. That certain district which lies between the southerly line of Ruby Street on the north, the southerly boundary line of the City on the south, the easterly side of the Esplanade on the east, and the Pacific Ocean on the west.
(c) Central Traffic District No. 3. That certain district which lies between the northerly line of Avenue I on the north, the southerly line of the City limits on the south, the easterly line of the Esplanade on the west, and the easterly line of the City limits on the east.
Central Traffic District Nos. 1, 2, and 3 are hereby declared to be parking meter zones. In the event parking meters are established as provided in this chapter along the curb adjacent to any parking space in such zones, the provisions of this chapter shall govern parking in such parking space; provided, however, in the event no parking meters are installed in any parking space within Central Traffic District Nos. 1, 2, and 3, the maximum time for parking in any such space shall be that which is permitted or provided for by any other laws, resolutions, or this Code. The parking meter zones established by this section may be enlarged or added to at any time, without an amendment being made to this section, by an order duly adopted in the form of a resolution by the Council.

§ 3-6.03. Installation of parking meters - Rates for parking.¶
Parking meters may be installed in all or any part of the parking meter zones established by this chapter. Each parking meter shall be of such type as to display a signal showing legal parking upon the deposit of payment at the following rates:
(a) Parking at the following locations shall be at the rate of $2.25 per hour effective August 20, 2026:
(1) 300 block of South Catalina Avenue;
(2) 100 block of Pearl Street;
(3) 100 and 200 blocks of Avenue I;
(4) 200 block of Avenida del Norte;
(5) 1700 and 1800 blocks of South Elena Avenue;
(6) 200 block of Vista del Mar;
(7) 1700, 1800 and 1900 blocks of South Catalina Avenue;
(8) 100 block of Via Valencia;
(9) Lot 1, the lot bounded by the 1800 block of Camino De La Costa and the 1800 block of South Catalina Avenue and South City limits.
(b) Parking at the following locations shall be at the rate of $2.25 per hour effective August 20, 2026:
(1) Riviera Lot, the lot bounded by South Elena Avenue, Avenida del Norte and Via el Prado.
(c) Parking at the following locations shall be at the rate of $2.25 per hour effective August 20, 2026:
(1) 300 block of Esplanade;
(2) Herondo Street West of North Pacific Coast Highway;
(3) 500, 600, and 700 blocks of North Harbor Drive;
(4) 100, 200, and 300 blocks of North Catalina Avenue;
(5) 100, 200, and 300 blocks of South Catalina Avenue;
(6) Lot 4 on the Southwest corner of Torrance Boulevard and Catalina Avenue;
(7) 300 block of George Freeth Way;
(8) Lot 5 located north of Veterans Park, west of Catalina Avenue;
(9) The 800, 900, 1000, 1100, 1200, 1300, 1400, 1500, 1600, 1700, and 1800 blocks of Esplanade;
(10) Lot 13 west of Harbor Drive; and
(11) 300 block of North Francisca Avenue.
(d) The rates at The Pier and Plaza off-street parking structures are set by resolution of the City Council.
(e) Parking devices. The City may use any approved ticket device, ticket machines, gates, pay machines and the like to control parking in any public parking lot.
(f) Signs. Signs on each parking lot showing the rate changes shall be changed before any rate change shall become effective.
(g) Attendants. The City shall be permitted to use parking lot attendants as needed on any or all off-street parking lots. Each parking meter shall be so arranged that, upon the expiration of the parking time, the parking meter will indicate by the showing of a proper signal that the lawful parking period has expired. The parking meters shall be placed upon the curbs alongside of, and next to, the parking spaces. The parking spaces shall be of sufficient size to accommodate an automobile and shall indicate parallel or diagonal parking by painted lines on the pavement. The parking meters for parking spaces adjacent to curbs which the City has or has caused to be painted green may limit parking to the maximum parking time allowed for such curbs.

§ 3-6.04. Deposit of payment required.¶
(a) Parking meters. Whenever any vehicle shall be parked in any space alongside or for which there is a parking meter placed in accordance with the provisions of this chapter, the owner, operator, manager, or driver of the vehicle shall, upon entering such space, immediately upon stopping the vehicle, deposit payment in the manner prescribed by the parking meter or be in possession of and displaying a valid City-issued permit exempting the owner, operator, manager, or driver of the vehicle from such payment, and the parking space may then be used by such vehicle during the parking time limit provided for the payment deposited and only for the maximum time provided as indicated by any posted signs. All parking shall be between the lines of the parking space pursuant to Article 6 of this chapter.
(b) Public parking lot.
(1) Parking lots with attendants. No person shall park a vehicle in a public parking lot with an attendant on duty unless he or she has paid the posted parking fee and displayed the receipt for payment on the vehicle. Any person who parks in an attended parking lot when no attendant is on duty shall pay the parking fee at the pay machine located in the lot, or, if there is no pay machine, when exiting the lot if an attendant is then on duty. If a vehicle is parked in an attended public parking lot without a pay machine and the vehicle does not display a parking receipt, it shall be presumed that the vehicle entered the parking lot when there was no attendant on duty.
(2) Parking lots with pay machines and no attendants. No person shall park a vehicle in an unattended public parking lot with a pay machine unless he or she has paid the posted parking fee in the manner prescribed by the pay machine. If instructed by a posted sign to display the receipt of payment, the receipt must be visibly displayed on the vehicle as instructed by the posted signage. No person shall exit a public parking lot without payment of the applicable parking fee at the on-site pay machine for the time that the person's vehicle was parked in the public parking lot.
(3) Removal of parking receipts prohibited. No person shall remove a parking receipt from another vehicle in a public parking lot.
(4) Transfer of parking receipts prohibited. No person shall transfer or cause to be transferred a parking receipt from another vehicle in a public parking lot to avoid payment of posted parking fees.
(c) Public electric vehicle charging station parking space overstay charge.
(1) If an electric vehicle remains parked in a public electric vehicle charging station after the maximum posted time permitted for charging, an overstay charge shall be applied, which shall be in increments of an hour.
(2) The rates for overstay charges for spaces designated for use of public electric vehicle charging stations shall be set forth by resolution of the City Council and may be changed, from time to time, by resolution.

§ 3-6.05. Overtime parking.¶
(a) It is unlawful for any person to cause, allow, or permit any vehicle (except an electric vehicle subject to any overstay charge) to be parked overtime or beyond the lawful period of time as provided by this chapter or to remain parked in any parking space while a signal showing legal parking is not displayed by the parking meter associated with such space.
(b) It is unlawful for any person to cause, allow, or permit any vehicle to be parked in any public parking lot having a ticket device or pay machine without making payment as provided by the pay machine or displaying a valid City parking permit, or to cause, allow, or permit any vehicle remain parked in any of such lots after the displayed ticket or permit or payment has expired.
(c) It is unlawful to permit or allow any vehicle (except an electric vehicle subject to any overstay charge) to remain parked or left standing in or at the same location or parking space for a period longer than the posted maximum time limit whether or not payment is deposited or a valid permit is displayed.
(d) It is unlawful for any vehicle to park in any parking space designated for use of a public electric vehicle charging station if the vehicle is not using the public electric vehicle charging station to charge the vehicle.

§ 3-6.06. Parking position in space.¶
It is unlawful for any person to park or leave standing any automobile or other vehicle on any street within the City whereon parking meters have been installed, or in any City owned or controlled off-street parking lot, in any other manner than between the white parking lines with the front of the vehicle facing into the curb or barrier line and with each right wheel thereof not more than one and one-half (1-1/2') feet distant from the curb or barrier line; provided, however, the provisions of this section shall not apply in any parking meter zone which is clearly marked for parallel parking or to commercial vehicles loading or unloading in any parking meter zone or to any parking space marked for motorcycles.

§ 3-6.07. Limitation on number of vehicles per marked parking space.¶
Only one motor vehicle at a time shall be permitted to park within parking space marks indicating authorized parking on any street within the City whereon parking meters have been installed.

§ 3-6.08. Parking time limits.¶
The provisions of this chapter relating to the operation of parking meters shall be effective as follows:
(a) Central Traffic District No. 1. From 6:00 a.m. to 6:00 a.m. (24 hours a day) every day, including Sunday and holidays;
(b) Central Traffic District No. 2. From 6:00 a.m. to 6:00 a.m. (24 hours a day) every day, including Sunday and holidays;
(c) Central Traffic District No. 3. From 6:00 a.m. to 6:00 p.m., every day including Sunday and holidays;
(d) Special parking lots. From 6:00 a.m. until 6:00 a.m. (24 hours a day) every day, including Sunday and holidays; and
(e) The parking meter time limits for specific meters in Central Traffic Districts 1, 2 and 3 may be adjusted without an amendment being made to this section by a resolution of the City Council.

§ 3-6.09. Use of substitute coins - Defacing meters.¶
It is unlawful for any person to deposit, or cause to be deposited, in any parking meter any slug, device, or metallic substitute for a coin of the United States or for any person to deface, injure, tamper with, open, or wilfully break, destroy, or impair the usefulness of any parking meter.

§ 3-6.10. Enforcement of provisions.¶
It shall be the duty of the enforcement officers of the City to report the following:
(a) The number of each parking meter or pay machine which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parking in violation of any of the provisions of this chapter;
(b) The State license number of such vehicle;
(c) The time during which such vehicle is parking in violation of any of the provisions of this chapter;
(d) The number of each public electric vehicle charging station, which indicates that the vehicle occupying the space of the public electric vehicle charging station is or has been parking in violation of any of the provisions of this chapter; and
(e) Any other facts or knowledge which is necessary to a thorough understanding of the circumstances attending such violation.
The enforcement officer shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle is parked contrary to the parking limitations or the parking permit provisions of this chapter and instructing such owner or operator that he or she is subject to a civil penalty in the amount set forth upon the notice. The civil penalty for such violation shall be set by resolution of the City Council.

§ 3-6.11. Deposit and disbursement of revenues.¶
All revenues received by the City from parking meters shall be deposited and disbursed in accordance with the provisions of subsection (c) of Section 20.2 of the Charter of the City.

§ 3-6.12. Restriction of parking by signs.¶
Whenever signs are in place giving notice that parking is prohibited in certain metered parking spaces during the hours or on the days as are indicated on the signs, it is unlawful for any person to park any vehicle in such parking spaces at any time during such hours on any such day. The City Manager or designee is hereby authorized and directed to install appropriate and sufficient signs giving notice that parking is prohibited in certain metered parking spaces during the hours and/or on the days specified on the signs.
