5.96.010: IMPOSED; AMOUNTS:

A. A street sweeping fee as provided in this chapter shall be paid by all developed property within the city with frontage along a public street.

B. The street sweeping fee shall be in the following amounts:

  1. Single-family residential: Thirteen dollars fifty six cents ($13.56) per year per dwelling unit.

  2. Multiple-family residential: Nine dollars twelve cents ($9.12) per year per dwelling unit.

  3. Nonresidential: Based on water meter size in accordance with the following tables:

a. For nonresidential areas swept on a two (2) times per month schedule:

b. For nonresidential areas swept on an eight (8) times per month schedule:

5.96.020: COLLECTION OF STREET SWEEPING FEE:

The street sweeping fee shall be collected in the same manner as, and along with, the city's monthly water service charges. (Ord. 2189 § 1, 1992)

5.96.025: DUE DATE:

A. Charges for street sweeping services are due and payable to the city on the date the bill is mailed to the property owner or his agent as may be designated and shall be delinquent fifteen (15) days thereafter. Water service may be discontinued upon written notice, required by law, if payment of the street sweeping charge is not made prior to the date such service charge becomes delinquent. If such owner or agent pays for street sweeping service on more than one piece of property or unit, water service may be discontinued on all properties for failure to pay on any one property. Procedures and charges for restoration of water service are set forth in section 13.12.050 of this code.

B. Failure to receive a bill does not relieve the consumer of liability. Any amount due shall be deemed a debt to the city, and any person, firm or corporation failing, neglecting or refusing to pay such indebtedness shall be liable in a civil action brought by the city in any court of competent jurisdiction for the amount thereof. 5.96.030: USE OF STREET SWEEPING FEE:

The street sweeping fee shall be used by the city to defray the cost of street sweeping, litter abatement and nonpoint source pollution control on public streets and storm drain systems within the city. (Ord. 2189 § 1, 1992)
