3.66.010: ESTABLISHMENT:

There is established the Solid Waste Fund to provide for administration, operation and maintenance of the Redlands solid waste collection and disposal system and its capacity to serve existing users. All interest on the cash balance of the fund shall accrue to the Solid Waste Fund. The following rules shall apply:

A. All service charges and all miscellaneous charges not otherwise designated shall be credited to the Solid Waste Fund.

B. Established within the Solid Waste Fund is a reserve for capital. The reserve for capital shall be in addition to annual capital replacement budget, to establish a fund for capital expenditures necessary due to unforeseen or unusual capital costs in any year, necessary to maintain the existing system and its capacity. 3.66.020: DEFINITIONS:

As used in this chapter:

MULTIPLE-FAMILY DWELLING UNIT: A structure designed and used for occupancy of two (2) or more families but does not include motels, hotels or rest homes and nursing homes with common cooking facilities.

PREMISES: A lot, parcel of land, building or establishment.

SINGLE-FAMILY DWELLING UNIT: A structure or portion thereof used exclusively for the occupancy of one (1) family.

SOLID WASTE CHARGE: The charge for use of the solid waste system based on solid waste rates.

SOLID WASTE RATES: The solid waste rates, rate structure and rate classes to be established by the City Council to be used as a basis for charging users for service from the solid waste system.

SOLID WASTE SYSTEM: That equipment maintained and operated by the City for the collection and conveyance of solid waste to the sanitary landfill and other facilities owned and operated by the City for disposal of such solid waste to required standards. (Ord. 2164 § 2, 1991)

3.66.030: CHARGES:

Every person or entity whose premises in the City are served by the solid waste system of the City, whereby the solid waste is disposed of by the City, either through the facilities of the sanitary landfill owned by the City or otherwise, shall pay solid waste rates or charges as required by this chapter. 3.66.040: RATES AND CHARGES:

A. The amounts of bimonthly solid waste rates applicable to residential and nonresidential properties shall be set forth in the below tables. Solid waste customers who possess local mutual water company stock shall receive a monthly bill for solid waste service, and the monthly solid waste rates for such customers shall be fifty percent (50%) of the amounts of the bimonthly rates.

B. The rates established in subsection A of this section, shall be increased and effective for the first billing cycle effective after October 19, 2017. For the calendar years 2020 and 2021, the then existing rates shall be increased based upon the increase, if any, in the U.S. Department of Labor, Bureau of Labor Statistics, All Urban Customers, Consumer Price Index - Los Angeles, Riverside, and Orange Counties.
