9.04.010 - Enforcement.¶
It is the duty of the health officer to enforce within the corporate limits of the city all ordinances pertaining to health and sanitation duly adopted by the board of supervisors of the county as if those ordinances had been adopted by the city council and made a part of this code; provided, however, that the city council shall indicate, by resolution, those ordinances or portions of ordinances excepted from the provisions of this section.

9.04.020 - Littering in public places.¶
No person shall throw, deposit, place or leave any remnant of or partially consumed cigars or tobacco, pieces or peelings of oranges, bananas or other fruit or similar substances on the floor of any public conveyance or public building, or any sidewalk within the city.

9.04.030 - Expectoration.¶
No person shall expectorate or spit tobacco juice or spittle, or rejected tobacco, or tobacco partially chewed or consumed, or similar substances, on the floor of any public conveyance or public building or on any sidewalk within the city.

9.04.040 - Washing spittoons in streets.¶
It is unlawful for any person to wash or cleanse spittoons, cuspidors, dishes or any article of a similar character, upon any street, alley or sidewalk.

9.04.050 - Privies.¶
No existing privy, cesspool, water closet or drain shall be allowed by the owner, occupant or person in charge of the premises upon which may be situated, to become nauseous, foul or offensive, or prejudicial to public health or comfort.

9.04.060 - Urination and defecation.¶
A. It is unlawful for any person to deposit, or cause to be deposited, any human urine or feces upon any public or private highway or road, including any portion of the right-of-way thereof, or in or upon any public property other than property designated or set aside for that purpose, or in or upon any private property where the public is admitted by easement, license or other permission, or upon any private property which is exposed to public view.
B. Notwithstanding subsection A of this section, persons who violate this section due to one or more verified medical conditions shall be exempt from the enforcement of this section.
