§ 2.08.010. Office established.

There is created and established the office of director of finance of the city.

§ 2.08.020. Appointment.

The city council may, by resolution, designate the city manager as director of finance of the city. If the position is to be filled by a person other than the city manager, the city manager shall appoint the director of finance. In the absence of the city manager, the mayor, with the approval of the city council, may appoint another nonelected official of the city as director of finance.

§ 2.08.030. Powers and duties—Designated.

The director of finance shall be the head of the finance department of the city and shall have the power to be required to:

A. Have charge of the administration of the financial affairs of the city under the direction of the city manager or mayor, in the absence of the city manager;

B. Compile budget expense and income estimates for the city manager;

C. Supervise and be responsible for the maintenance of a general accounting system for the city government and each of its offices, departments and agencies;

D. Submit to the city manager a monthly statement of all receipts and disbursements in sufficient detail to show the financial condition of the city; and, at the end of each fiscal year, submit a complete financial statement and report. The audit report of the city shall satisfy this requirement as to financial statements;

E. Perform all the financial and accounting duties heretofore imposed upon the city clerk, and the city clerk shall be relieved of such duties, including all such duties imposed upon the city clerk by Article I of Chapter 4, Part 2, Division 3, Title 4 and by Sections 40802 through 40805 of the Government Code of the state of California;

F. Perform such other duties as may be imposed upon him by law or by ordinance.

§ 2.08.040. Duties—Interpretation of chapter.

Nothing in this chapter shall be construed to require the director of finance to perform any of the duties given by law to the treasurer of the city.

§ 2.08.050. Bond requirement.

The director of finance shall execute a bond to the city which is the same as the bond required by the city clerk under the provisions of Section 36518 of the Government Code. The penal sum of said bond is fixed in the sum of ten thousand dollars.
