18.03.010 - Violations—Legal effect.¶
A violation of any provision of this title has the legal effect of being a civil wrong or inequity that is in the nature of a nuisance. Moreover, any person violating any provision of this chapter shall be guilty of a misdemeanor or an infraction, and may be charged with either an infraction or a misdemeanor in the discretion of the arresting officer. In addition, the court shall be granted discretion to reduce a misdemeanor to an infraction if it determines such action is in the interests of justice. Provisions of this title may be enforced by any peace officer as defined by the California Penal Code and city of Portola code enforcement officers authorized to citations and make arrests. The city may seek any and all enforcement remedies that its code compliance officials find appropriate and in the public interest to protect the health, safety and welfare of the people of the city of Portola.

18.03.020 - Violation of Section 18.02.030.¶
A violation of Section 18.02.030 by any person who has been requested to sign a notice of violation may result in the immediate incarceration of such person a city of Portola code enforcement officer or peace officer.
