20-55: EL GRANITO CUL-DE-SAC:¶
A. El Granito Street, between Grand Avenue on the south and Henderson Avenue on the north, is established as a cul-de-sac street; and the intent of this section is to prohibit the movement of through traffic along the western edge of Exalt park. In establishing El Granito as a cul-de-sac, it may be necessary to waive the established standards for length of cul-de-sacs and construction of cul-de-sac bulbs in order to construct access to adjacent parcels. The city council has made the following findings in establishing this section:
El Granito Street serves Exalt park on the east and residential property on the west.
In developing Exalt park and El Granito Street, the city implied to area residents that such street development would not provide through access between Grand Avenue and Henderson Avenue.
The city fire department has reviewed the area and established that a nonstandard length cul-de-sac would not significantly affect fire protection.
The city police department has expressed concerns over potential traffic related problems if El Granito Street were to be extended to connect with Henderson Avenue.
Establishing El Granito Street as a cul-de-sac serves the best interests of the community and residents.
B. In addition to the findings, the council establishes the following as the minimum design criteria for El Granito Street:
- Minimum right of way width is sixty feet (60').
- Minimum curb to curb width is forty feet (40').
- Minimum curb to curb distance between abutting cul-de-sacs is ten feet (10').
Maximum depth of cul-de-sac from intersecting street centerline to radius of cul-de-sac bulb shall be nine hundred feet (900').
Walkways are required adjacent to residential units.
Right of way must be dedicated sufficient to allow sewer, water, storm drain and utility service connection between Grand Avenue and Henderson Avenue. Dedication to be approved by the city engineer and shown on final maps. (Ord. 1323 § A, 10-16-1984)
20-56: SCENIC HEIGHTS:¶
The area of the city of Porterville known as Scenic Heights and consisting of Highland Drive, Highland Road, Scenic Drive and Marshall Street is of a unique and unusual character and contains topographical and geological formations that make it impractical to construct streets, roads, drives and ways that conform to established city standards.
A. Findings: The city council has made the following findings in establishing this section:
The Scenic Heights area of the community is a unique geological and topographical area of the community.
Construction of standard streets is not deemed appropriate considering the topography, geological features, existing development and nature of the area.
The Porterville planning commission, in resolution 184, dated February 9, 1966, resolved that, because of topographical and engineering factors, sidewalks were not required in this area.
There is a need to establish design criteria for the orderly development of this area and to prevent arbitrary and nonuniform construction.
It is desirable to maintain the unique qualities of this area and to preserve the existing development which might be destroyed by the construction of standard improvements.
There exists unique traffic problems in this area by virtue of its topography and development, and this area generates substantial amounts of traffic over and above the resident traffic.
There is need to maintain adequate and safe access for emergency vehicles as well as residents of the area.
B. Design Criteria: Based on the findings, the city council hereby establishes minimum design criteria:
Street sections will be designed in accordance with standard engineering practice and soils data for the area and be subject to the approval of the city engineer.
Standard curb and gutter, per city standard, will be required at the time of development or redevelopment.
Construction shall be confined to the dedicated roadway area and in conformance with existing street improvements.
Full roadway dedication will be required to assure adequate room for utilities and to protect locations of existing utilities.

20-57: PORTERVILLE REDEVELOPMENT PROJECT AREA NO. 1:¶
The city manager, or his/her designee, shall have authority for the administrative approval of requests for permission to encroach into the public rights of way in the redevelopment project area no. 1. Consideration of said encroachments shall be in conjunction with approval of required city permits.
Encroachments into the public rights of way within the redevelopment project area no. 1, which may be approved by the city manager or his/her designee as described herein, shall be limited to the erection of those elements consistent with the design guidelines adopted for the redevelopment project area no. 1 in effect at the time of approval.
