Charges, fees and all other collections by the city for sewerage services shall first be applied to full payment of the costs of maintenance and operation of the sewer system.

A capital reserve account shall be established to provide for extension or replacement and unanticipated costs of repair or maintenance of the sewer system.

(1) The general fund of the city of Point Arena shall be reimbursed from the collection of sewer charges and fees the funds advanced for the construction of the sewer system. Reimbursement shall be in the amount established by the city council, after costs of operation and maintenance are paid.

(2) The unpaid balance of capital costs shall bear interest at the rate of 10 percent per annum.

The city shall establish a system of accounting for the revenues and expenses of wastewater conveyance, treatment and disposal separate from other activities of the city which system shall provide essentially the same level of detail as described under Title 2, Division 2, Chapter 2, Section 1101.1 through 1103.4 of the California Administrative Code.

A separate account will be established in compliance with industrial cost recovery regulations. This account will show total revenues, disposition of retained funds, use of discretionary funds, and annual payment to EPA.
