§ 13.05.340. Permit required.¶
No person shall construct, extend, repair, replace, or connect to any public sewer without first obtaining a written permit from the city and paying all fees and connection charges and furnishing bonds as required therein. The provision of this section requiring permits shall not be construed to apply to city staff or contractors constructing sewers and appurtenances under contracts awarded and entered into by the city.

§ 13.05.350. Design and construction standards.¶
Minimum standards for the design and construction of sewers within the city shall be in accordance with the Uniform Plumbing Code and/or city standard specifications. Such specifications shall include provisions governing materials, workmanship, testing, and warranty of sewerage facilities. The city engineer or plant supervisor may permit minor modifications or may require higher standards where unusual conditions are encountered.

§ 13.05.360. Subdivisions.¶
The requirements of any ordinance of the city enacting rules and regulations governing subdivisions, insofar as they relate to public sewer construction, are incorporated herein and become a part hereof and shall be complied with by any person constructing, extending, or connecting to any public sewer. All sewers constructed in rights-of-way or easements shall be conveyed to and owned by the city. All rights-of-way or easements for sewers shall be a minimum of 10 feet in width or an amount as established through the Point Arena subdivision ordinance, whichever shall be greater.

§ 13.05.370. As-constructed drawings.¶
As a condition of final acceptance by the city, two sets of "as-constructed" drawings showing the actual locations of all mains, structures, wyes, laterals, and other changes to the construction drawings shall be filed with the city.

§ 13.05.380. Completion of sewerage works required.¶
Before acceptance of any sewerage works by the city and prior to the admission of any sewage into the system, the sewerage works shall be tested and shall be complete in full compliance with all requirements of the specifications and to the satisfaction of the commissioner and plant supervisor.
