5-18-1: PERMIT REQUIRED:¶
No dance may be held in the city in which minors not accompanied by a parent or guardian are allowed to attend, without the sponsor of the dance first having obtained a dance permit from the city police department of the city. (Ord. 998, 1-12-1971)
5-18-2: REGULATIONS:¶
(A) The lighting at any dance held in the city shall be of sufficient intensity so that anybody at the dance is easily recognized.
(B) No obscene or pornographic pictures may be shown at the dance. Any motion picture which the sponsor desires to show at the dance must be given to the Placerville police department at least two (2) days prior to the date of the dance so that the police department will have an opportunity to preview the motion picture so as to determine whether it is obscene or pornographic.
(C) No minor shall be permitted to leave the dance and return, unless the minor has obtained the permission of a member of the school faculty or other responsible adult in charge of the dance.
(D) It will be unlawful to advertise in or on any sign, pamphlet or other brochure, anything pertaining to pot, grass or anything pertaining to narcotics, or any alcoholic beverages.
(E) No loitering shall be allowed outside the place where the dance is being held or in any vehicle parked in the immediate vicinity of the dance.
(F) There will be no smoking whatsoever on the dance floor.
(G) No alcoholic beverages or narcotics will be allowed on or about the dance premises. (Ord. 998, 1-12-1971)
5-18-3: SPONSORS:¶
(A) The sponsors shall be required to have at least one city police officer attend the dance unless it is a public dance, in which event two (2) police officers must be in attendance.
(B) The dance sponsor shall be held financially liable for any injury to the person or uniform of any police officer in attendance at the dance in his official capacity.
(C) If any sponsor allows any drinking or fights or any disturbance of any kind, or any of the rules and regulations contained in this chapter are violated or deviated from, this will be cause to close the dance immediately and thereafter a permit will not be issued to the same group or sponsor for a period of one year.
(D) The names, addresses, telephone numbers together with a positive identification of the sponsors must be given to the police department at the time the dance permit is requested. (Ord. 998, 1-12-1971)
5-18-4: FEES:¶
(A) The city shall be reimbursed for actual costs of providing police security plus a handling fee as set by resolution of the city council. (Ord. 1300, 5-25-1982)
(B) In addition to the officer's fee, a city license fee of ten dollars ($10.00) per day must be paid in advance to the city clerk. This provision excludes nonprofit organizations. (Ord. 998, 1-12-1971)
5-18-5: DANCE CANCELED, POSTPONED:¶
If the dance is canceled or postponed for any reason, the police department must be notified forty eight (48) hours in advance. Failure to so notify the police department will result in any forfeiture of all monies paid. (Ord. 998, 1-12-1971)
5-18-6: RESTRICTIONS:¶
(A) Only one dance in which minors not accompanied by parents or guardians are allowed to attend may be held in the city on any one date.
(B) A dance in which minors not accompanied by parents or guardians are allowed to attend may be booked no longer than thirty (30) days in advance. The same sponsor or group may not book more than two (2) dances within any thirty (30) day period unless there is still a vacancy existing one week prior to the requested date. (Ord. 998, 1-12-1971)
5-18-7: RECEIPT FOR SERVICES:¶
A receipt for services rendered should be brought to the dance by the police officer assigned to duty at the dance. This shall be signed by both the police officer and the sponsor, and the police officer shall be given one copy of the receipt and the sponsor shall be given one copy of the receipt. The copy retained by the police officer shall be returned by the police officer to the city clerk. (Ord. 998, 1-12-1971)
5-18-8: APPLICABLE PROVISIONS:¶
The provisions of this chapter shall only apply to those dances in which minors not accompanied by their parent or guardian are allowed to attend. (Ord. 998, 1-12-1971)
