5-21-1: PERMIT REQUIRED:¶
No person shall engage in or participate in, aid, form or start any special event unless a permit has been obtained from the special event committee which shall consist of the chief of police, fire chief, public works superintendent and the city manager of the city of Placerville. 5-21-2: APPLICATION FILED:¶
Any person seeking issuance of a special event permit shall file an application with the chief of police on a form provided by the chief of police. (Ord. 1129, 10-25-1977)
5-21-3: TIME LIMIT FOR FILING:¶
The application for a special event permit shall be filed with the chief of police not less than thirty (30) nor more than sixty (60) days from the date of the special event. (Ord. 1129, 10-25-1977)
5-21-4: DEFINITION:¶
For the purpose of this chapter, a "special event" shall be defined as any event other than a parade which is held in any parking lot of the city of Placerville or on any portion of any street in the city of Placerville. (Ord. 1129, 10-25-1977)
5-21-5: FILING FEE:¶
The fee to be paid for the filing of an application for a special event permit shall be set by resolution of the city council, except that there shall be no fee if the special event is for the purpose of promoting the city or for youth or charitable projects in the city. (Ord. 1300, 5-25-1982)
5-21-6: COMMUNITY INTEREST REQUIRED FOR PERMIT:¶
The special event committee shall only grant a permit if it finds that the event is likely to be an event that many of the residents of the city will be interested in seeing and will not unduly interfere with the parking or moving of vehicles. (Ord. 1129, 10-25-1977)
5-21-7: APPROVAL, DENIAL OF PERMIT:¶
The committee shall act upon an application for a special event permit within five (5) days after the filing thereof. If the committee disapproves the application, they shall mail to the applicant within five (5) days after the date upon which the application was filed a notice of its action, stating the reasons for its denial of the permit. 5-21-8: APPEAL OF DENIAL:¶
Any person aggrieved shall have the right to appeal the denial of a special event permit to the city council. The appeal shall be taken within ten (10) days after notice. The city council shall act upon the appeal within twenty one (21) days after its receipt. (Ord. 1129, 10-25-1977)
5-21-9: ISSUANCE OF PERMIT, COPY TRANSMITTED:¶
Immediately upon the issuance of a special event permit, the special event committee shall transmit a copy thereof to the mayor and the city council. (Ord. 1129, 10-25-1977)
5-21-10: TIME AND AREA OF EVENT REQUIRED:¶
Each special event permit shall state the time during which the special event shall take place and the area where the special event shall take place. (Ord. 1129, 10-25-1977)
5-21-11: PERMITTEE REQUIREMENTS:¶
A permittee hereunder shall comply with all permit directions and conditions and with all applicable laws and ordinances. (Ord. 1129, 10-25-1977)
5-21-12: REVOCATION OF PERMIT:¶
The special event committee shall have the authority to revoke a special event permit issued hereunder if the standards for issuance as herein set forth are not complied with by the permit holder. (Ord. 1129, 10-25-1977)
