Placer County Municipal Code Art. 13.04 Water Conservation Requirements

§ 13.04.010. Area of application.¶
Water conservation requirements set forth in this article shall be applicable to all new and existing construction in that portion of Placer County lying east of the crest of the Sierra Nevada Range.

§ 13.04.020. Definitions.¶
As used in this article, the following words and phrases shall have the meanings given in this section.
"Approved fixtures and devices"
means fixtures and devices approved by the Placer County building department or health department and meeting minimum standards of the ordinance codified in this article.
"Existing uses"
means all uses existing at the date of adoption of the ordinance codified in this article.
"Multifamily uses"
means all plumbing fixtures in hotels, motels, condominiums, apartments, townhouses, or duplexes.
"New uses"
means any uses incorporated in new construction or added to existing construction through remodeling taking place after the date of adoption of the ordinance codified in this article.
"Pressure reducing valve"
means a valve device providing regulation of water pressure to structures designed to limit the pressure for use within that structure to a range not exceeding 60 PSI.
"Public uses"
means all plumbing fixtures in commercial or industrial establishments, in restaurants, bars, public buildings, comfort stations, schools, gymnasiums, or places to which the public is invited or which are frequented by the public without special permission or special invitation and other installations (whether pay or free) where fixtures are installed so that their use is similarly unrestricted.
"Self-closing valve"
means a water valve designed to close by spring or water pressure when left unattended.
"Single-family uses"
means all plumbing fixtures in single-family residences and accessory guest houses.
"Water closet reservoir device"
means a device designed to reduce the flush in tank-type toilets to three-and one-half gallons or less.
"Water-saving aerator"
means an aerator equipped with a flow reducing device limiting flow to a maximum of four gallons per minute.
"Water-saving shower head"
means a shower head equipped with a flow reducing device limiting flow to a maximum of three and one-half gallons per minute.
"Water-saving toilets"
means tank-type toilets designed for a maximum three-and one-half gallon flush or water closets equipped with an approved flush-o-meter valve designed for a maximum three-and one-half gallon flush.

§ 13.04.030. Requirements.¶
A. Requirements for New Single-Family Uses. All new single-family uses shall be equipped with approved watersaving shower heads, water-saving aerators on kitchen sinks and lavatories, water-saving toilets, and pressure reducing valves when such a device is required to maintain 60 PSI or less within the system.
B. Requirements for New Multifamily Uses. All new multifamily uses shall be equipped with approved water saving shower heads, water-saving aerators on kitchen sinks and lavatories, water-saving toilets, and pressure reducing valves.
C. Requirements for New Public Uses. All new public uses shall be equipped with approved water-saving shower heads, water-saving aerators on kitchen sinks and lavatories, self-closing valves on lavatories, water-saving toilets, and pressure reducing valves.
D. Insulation of Water Pipes in New Construction. All hot water pipes installed within any new construction shall be insulated to minimum Placer County building department and health department standards unless said water pipes are contained within interior walls.
E. Requirements for Existing Single-Family Uses. All existing single-family uses shall be modified so as to be equipped with approved water-saving shower heads, water-saving aerators in place of existing aerators on kitchen sinks and lavatories, and water-saving toilets or water closet reservoir devices no later than January 1, 1978; provided, that such devices are furnished and installed for the local existing single-family use by the serving utility district without cost.
F. Requirements for Existing Multifamily Uses. All existing multifamily uses shall be modified so as to be equipped with approved water-saving shower heads, water saving aerators in the place of existing aerators on kitchen sinks and lavatories, and water-saving toilets or water closet reservoir devices no later than January 1, 1977; provided, that such devices are furnished and installed for the local existing multifamily use by the serving utility district without cost.
G. Requirements for Existing Public Uses. All existing public uses shall be modified so as to be equipped with approved water-saving shower heads, water-saving aerators in place of existing aerators on kitchen sinks and lavatories, self-closing valves on lavatories, and water-saving toilets or water closet reservoir devices not later than January 1, 1977; provided, that such devices, except for self-closing valves in lavatories, are furnished and installed for the local existing public use by the servicing utility district without cost.

§ 13.04.040. Penalty for noncompliance.¶
Noncompliance with the provisions of this article shall be punishable as provided in Article 1.24 of this code.
