§ 9.24.010. Definitions.¶
As used in this article:
"Alarm device"
means any device which transmits a prerecorded message or other signal by telephone, radio, or other means to a central alarm station or telephone answering service or directly to a police or other emergency dispatch room, or produces an audible or visible signal designed to notify person within audible or visual range of the signal.
"Alarm installation"
means any alarm device or aggregation of alarm devices installed on or within a single building or on or within more than one building or area adjacently located on a common site or in or on an open area or fenced area.
"Alarm system"
means all alarm devices and alarm installations located totally or partially within Placer County and owned, operated or maintained by a single individual, business, firm, corporation, or other commercial entity or any combination thereof.
"False alarms"
means any signal or message produced or caused to be produced by an alarm system to which the police or supplier or emergency services respond which is due to the negligence of the owner or user of the alarm system or alarm devices or due to a malfunction in the alarm device or alarm system.

"Supplier of emergency services"
means any governmental agency supplying police, fire, medical or other emergency services, including, but not limited to, the Placer County sheriff's department and Placer County or state of California fire protection organizations or districts.

§ 9.24.020. Emergency service charge for false alarms.¶
A. Any user of alarm devices or alarm systems which produces a false alarm or which produces two or more false alarms within a 30 day period shall pay each supplier of emergency services responding to such false alarms at the following rate:
First false alarm: $0.00 (a letter of reprimand shall issue, however)
Second false alarm within 30 days of first false alarm: $25.
Third false alarm within 30 days of first false alarm: $50.
| In the event that a false alarm is relayed to the supplier of emergency services by a telephone answering service or by a central alarm station, the telephone answering service and the central alarm station shall be jointly and severally liable with the user of the alarm device or alarm system for the payment of any charges pursuant to this section. |

B. In the event that the supplier of emergency services receives three or more false alarms from the alarm device or alarm system of any one user within a 30 day period, the Placer County sheriff's department shall notify, in writing, the user within ten days of the last false alarm and shall disconnect or cause to be disconnected said alarm system and alarm device for a period of not less than six months.
C. In the event that three or more false alarms are relayed to a supplier of emergency services within a 60 day period by a telephone answering service or a central alarm station arising out of any single alarm device or alarm system, the user and the telephone answering service or the owner of the central alarm station shall be jointly and severally liable in the sum of $100 for the third occurrence and each occurrence thereafter.
With the consent of the Placer County sheriff's department said charge or any part thereof may be waived if the user of the alarm system or alarm device and the telephone answering service or the owner of the central alarm station voluntarily disconnect and render inoperative the alarm system or alarm device for a period of not less than six months.
All charges pursuant to this section must be paid or all services disconnected within 10 days after notification by the supplier of emergency services.
