Chapter 17.030 — RESORT-RESIDENTIAL (R-R) ZONE

17.030.010 Purpose of zone.

The resort-residential or R-R zone is intended to apply in those areas of the city where it is reasonable to permit a mixture of hotels and motels along with apartments, condominiums and other similar uses.

17.030.020 Permitted uses.

In the resort-residential or R-R zone the following uses only are permitted as hereafter specifically provided for by this section and subject to the general provisions and exceptions set forth in Articles 17.102 and 17.105.

  • A. All permitted uses under R-l, R-2 and R-3 zones;

B. Hotels, motels and other R-4 permitted uses, subject to a development permit (See Chapter 17.121) found by the planning commission to be compatible and appropriate in regards to (a) hours of operation; (b) noise; (c) access; (d) traffic; and (e) scale with the adjoining area;

  • C. Vacation rental (see Chapter 5.22) ;

  • D. Check-cashing establishment (see Chapter 5.11);

  • E. Gold and silver exchange (see Chapter 5.11);

  • F. Massage establishment–accessory (see Chapter 5.11);

  • G. Pawn shop (see Chapter 5.11);

  • H. Resale establishment (see Chapter 5.11);

  • I. Smoke shop (see Chapter 5.11);

17.030.030 Uses requiring a conditional use permit.

  • A. All conditionally permitted uses in the R-1, R-2 and R-3 zones;

  • B. Dwelling groups;

  • C. Rooming and boarding houses;

  • D. Condominiums, stock cooperatives, Planned Unit Developments and community apartments;

  • E. Public utility buildings and structures;

  • F. Public buildings, churches, schools, parks, group care facilities, playgrounds, hospitals and family care facilities;

  • G. Professional office buildings;

  • H. Other similar uses deemed compatible to the R-R zone and adjacent land uses;

  • I. Massage establishment–primary (see Chapter 5.11). (Ord. O-2019-006 § 4 (part), 2019)

17.030.040 Visitor serving commercial conversions.

Conversion of visitor serving lodging in R-4 and R-R zones to non-visitor serving types of uses shall be prohibited unless the cost of rehabilitation is greater than fifty percent of the market value of the structure or the city finds, based upon supporting data, that the existing use can no longer be made economically viable.
