17.003.010 Objectives of the zoning ordinance.

The zoning ordinance is adopted to protect and promote the public health, morals, safety, peace, comfort, convenience, prosperity and general welfare of the citizens of the city of Pismo Beach. More specifically, the zoning ordinance is adopted to achieve the following objectives:

  • A. To provide a precise guide for the physical development of the city and to achieve the progressive arrangement of land uses as depicted in the general plan/local coastal program land use plan;

  • B. To foster a harmonious, convenient, workable relationship among land uses;

  • C. To ensure that public and private lands ultimately are used for the purposes which are most appropriate and most beneficial for the city as a whole;

  • D. To facilitate the appropriate location of community facilities;

  • E. To minimize congestion by promoting a safe, effective traffic circulation system and to foster the provision of adequate off-street parking and loading facilities;

  • F. To provide for adequate light, air, privacy and open space;

  • G. To protect residential and commercial properties from noise, odor, dust, dirt, smoke, vibration, heat, glare, and other objectionable influences, and from fire, explosion, noxious fumes and other hazards;

  • H. To preserve the natural beauty and quality of the city's site as well as other desirable environmental features.

  • I. To protect public views from scenic highways;

J. To ensure the implementation of goals, policies, programs and land use designations certified in the city's local coastal program land use plan including the maximum protection and provision of public access and recreational opportunities along the coast;

17.003.020 Adoption and title of the zoning ordinance.

There is hereby adopted a zoning ordinance and a zoning map for the city of Pismo Beach, State of California, as provided by Title Seven of the Government Code of the State of California. This ordinance shall be known as "The city of Pismo Beach zoning ordinance". (See Chapter 17.127, Amendments for procedures to amend both the coastal zone and non-coastal zone sections of this ordinance).

17.003.050 Changes in the boundaries of a district.

Changes shall be made by ordinance in the manner provided in Chapter 17.127 hereof, said ordinance describing the area to be changed either by lot and block number, or by metes and bounds. After adoption of any ordinance changing any boundaries of any district, the city clerk shall mark the aforementioned map to show the number and date of the adoption of the ordinance making such change. Said zoning map shall show the changes made in district boundaries after its adoption.
