SEC. 4A.3 REQUIRED¶
It shall be unlawful for any person to operate or use a bicycle in the City which has not been registered and licensed and equipped with one or more license plates as provided in this chapter. (Ord. No. 213 N.S., '2)
SEC. 4A.4 EXCEPTION TO NONRESIDENTS REGISTERED IN ANOTHER¶
MUNICIPALITY Any nonresident of the City may operate in the City any bicycle which is duly licensed and registered in another municipality, and equipped with license plates, without obtaining a Piedmont license; provided, that such other municipality wherein the bicycle is licensed extends the same privilege to residents of the City of Piedmont. SEC. 4A.5 EXAMINATION OF APPLICANTS¶
Upon making an application for his first license, registration card and license plates or insignia, the applicant may be required to be examined by an examining officer designated by the chief of police. The chief of police may further designate the manner of examination. Upon completion of the examination, the chief of police may refuse to issue a license to the applicant if the examination discloses to the chief of police that the applicant does not have a reasonable knowledge of the provisions of this chapter, the provisions of Section 21050 of the Vehicle Code of the State, or that the applicant is unable to exercise reasonable control in operating a bicycle. SEC. 4A.6 LICENSE-FEE¶
Every person desiring a bicycle license shall pay to the chief of police a fee of one dollar per year payable in advance at the time the application is made. The license may be issued up to a total period of three years at the discretion of the chief of police, for a maximum fee of three dollars for three years, and the fee may be prorated on a reasonable basis for the actual period issued at the discretion of the chief of police. SEC. 4A.7 LICENSE-APPLICATION; REQUIREMENTS TO BE MET BEFORE¶
ISSUANCE Every person desiring a bicycle license in the City shall make application to the chief of police Upon blanks furnished by him. Such application must be filed in duplicate and shall contain such information as may be required by the chief of police as to the applicant and the description of the bicycle licensed. No license shall be issued unless the bicycle to be licensed complies with the requirements of this chapter as to its safe mechanical condition, and has affixed to the rear fender and, if there is no rear fender, to a permanent part of the frame, in a position readily visible from three hundred feet from the rear of such bicycle a red lamp, a red reflector or a piece of red reflectorized tape at least two inches in length. SEC. 4A.8 LICENSE-EXPIRATION¶
All bicycle licenses shall expire on the thirty first day of December of the last year of the period for which they are issued. (Ord No. 213 N.S., '7; Ord. No. 360 N.S., '2)

SEC. 4A.9 LICENSE-RENEWAL¶
Application for renewal of a bicycle license expiring on the date mentioned in section 4A.8 shall be made by the owner, between January first and March first succeeding the expiration date, and shall be made by presentation of the license plate and the registration card last issued for the bicycle, and by the payment of the fee for the bicycle in the same manner as provided in section 4A.6. SEC. 4A.10 LICENSE-PENALTY FOR FAILURE TO RENEW; EXCEPTIONAL CASES¶
A penalty shall be imposed Upon the bicycle owner who fails to comply with section 4A.9 in the amount of one dollar; provided, however, no penalty shall be imposed Upon the owner of a newly purchased bicycle who obtains a license within fourteen days of the purchase; or to a new resident of the City who obtains a license within thirty days of becoming a resident of the City; or, when the owner can provide adequate proof that he was unable to operate the bicycle during the renewal period due to mechanical failure. SEC. 4A.11 ISSUANCE OF PLATE AND REGISTRATION CARD UPON APPROVAL¶
OF APPLICATION; EFFECTIVE DATE Upon approval of the application, and payment of the license fee, the chief of police shall issue a bicycle license plate and registration card which shall be effective until December thirty- first of the last year of the license. SEC. 4A.12 DESIGNATION OF SIZE, FORM, ETC., OF PLATE AND CARD TO BE BY¶
CHIEF OF POLICE; PLATE TO BE AFFIXED TO BICYCLE; CARD TO BE CARRIED BY LICENSEE The size, form and character of the license plate or insignia and registration card shall be designated by the chief of police. The license plate or insignia shall be affixed to the bicycle in the manner designated by the chief of police. The registration card shall be carried by the licensed person. (Ord. No. 213 N.S., '10)
SEC. 4A.13 REPORT OF LOSS, THEFT, TRANSFER, ETC., OF PLATE OR CARD TO¶
CHIEF OF POLICE Upon the loss of a license plate or insignia or the transfer of a bicycle from one person to

Upon receipt of such report, the chief of police shall cancel this license and issue a new license plate to the licensee or new licensee Upon receipt of a fee of twenty five cents (Ord. SEC. 4A.14 PROCEDURE UPON LOSS OF REGISTRATION CARD¶
Upon the loss of a registration card, the licensee shall make application for a duplicate card which shall be issued to him free of cost. (Ord. No. 213 N.S., '12)
