9.52.010 - Dumping on land of another unlawful.¶
It is unlawful for any person to trespass or go upon the land or property of any other person for the purpose of dumping, or to dump upon the land or property of any other person, any garbage, refuse, junk or any waste or discarded matter of any kind.

9.52.020 - Violation—Penalty.¶
Any person, firm or corporation, as principal, officer, agent, clerk or employee, whether acting for himself or itself or for another person, firm or corporation, who or which violates any provision of this chapter, shall be guilty of a misdemeanor, and upon conviction thereof shall be punished by a fine not exceeding $500.00, or by imprisonment in the city jail not exceeding 6 months, or by both such fine and imprisonment.
