10.36.010 - Applicability of regulations.¶
A. The provisions of this title prohibiting the stopping, standing or parking of a vehicle shall apply at all times, or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
B. The provisions of this title imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the State Vehicle Code of the regulations of this city, prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

10.36.020 - Parkway restrictions.¶
No person shall stop, stand or park a vehicle within any parkway.

10.36.030 - Storage of vehicle on streets—Removal authority.¶
A. No person who owns, has possession of, custody or control of any vehicle shall permit or authorize said vehicle to remain parked or stationary upon any public street or alley for a period in excess of seventy-two consecutive hours when the vehicle is found to meet any of the following descriptions:
The vehicle does not display current registration tags;
The vehicle does not have a motor or engine;
The vehicle lacks one or more operable tires;
The vehicle is on jacks or is otherwise elevated off the ground.
B. In the event the vehicle is parked or left standing upon the public street in excess of the period referred to in subsection A above, any member of the police department, the city administrator, or his authorized designee, may issue a citation for violation of this section of the municipal code and, in addition, may cause the vehicle to be removed in the manner and subject to the requirements of Sections 22850 thru 22855 of the California Vehicle Code.

10.36.040 - Parking for certain purposes prohibited.¶
No person shall park a vehicle upon any roadway for the principal purpose of:
A. Displaying such vehicle for sale;
B. Washing, greasing or repairing such vehicle, except repairs necessitated by an emergency.

10.36.050 - Angle parking—Marking—Compliance required.¶
A. Whenever any ordinance of this city designates and describes any street or portion thereof upon which angle parking is permitted, the chief of police shall mark or sign such street indicating the angle at which vehicles shall be parked.
B. When signs or markings are in place indicating angle parking as herein provided, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.
C. Angle parking shall be permitted upon those streets and parts of streets described in Section 10.52.050 hereof.

10.36.060 - Loading or unloading certain materials—Permit required.¶
The chief of police is authorized to issue special permits to allow the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials, subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized herein, and it shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.

10.36.070 - Parking adjacent to school property.¶
A. The chief of police is hereby authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would in his opinion, interfere with traffic or create a hazardous situation.
B. When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

10.36.080 - Parking on narrow streets-Prohibition authorized-Compliance required.¶
A. The chief of police is authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet, or upon one side of a street as indicated by such signs when the width of the roadway does not exceed thirty feet.
B. When official signs or markings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking.

10.36.090 - Stopping or parking prohibited in certain locations-Signs required.¶
The chief of police shall appropriately sign or mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any of said places:
A. At any place within twenty feet of a point on the curb immediately opposite the mid-block end of a safety zone;
B. At any place within twenty-five feet of an intersection in any business district except that a bus may stop at a designated bus stop;
C. Within twenty-five feet of the approach to any traffic signal, boulevard stop sign, or official electric flashing device;
D. At any place where the chief of police determines that it is necessary in order to eliminate dangerous traffic hazards.

10.36.110 - Emergency parking—Signs and compliance required.¶
A. Whenever the chief of police or the city administrator determines that an emergency or excessive traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the chief of police or the city administrator shall have the power and authority to order or permit temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the chief of police or the city administrator shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such public or private assemblage and the signs shall be removed promptly thereafter. The council, pursuant to the authority of California Vehicle Code Section 22507, may by resolution authorize preferential parking zones or other measures to implement the provisions of this section.
B. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.
