Chapter 13.50 — SEWER SERVICE CHARGES

13.50.010 - Schedule of rates.¶
Sewer system charges shall be set by resolution of the city council.

13.50.020 - Sewer service unavailable outside city limits.¶
No new sewer service shall be provided to any property outside the city limits.

13.50.030 - Application for service required.¶
A.
No property shall be connected to the city sewer system except upon permit issued by the director of public works.
B.
New sewer service shall be provided in the name of the property owner or occupant of the premises.
C.
Before new sewer service may be supplied to any premises, the utility service consumer shall make application to the clerk of the water department and pay the fee for new service as set by resolution of the city council.

13.50.040 - Conditions to furnishing sewer service.¶
A.
Before new sewer service shall be provided to any premises, the consumer shall deposit an amount equal to the estimated charge for three billing periods, unless the consumer provides credible written evidence in the form of a credit report from a recognized credit reporting service or from the consumer's last California gas and/or electricity provider, showing no delinquencies by said consumer within the past three years. The deposit shall not earn interest.
B.
The cost of making any changes in the location of service, size of service, temporary installations and removals shall be charged for and collected from the consumer.

13.50.050 - When bill due—Late charge for delinquency-Shutting off service for failure to pay.¶
A.
Sewer service bills are due and payable at the office of the clerk of the water department, thirty days after the billing date.
B.
If the sewer bill is not paid within said period, a late charge, as set by resolution of the city council, shall be added to the bill. If the bill, including all late charges, remains unpaid for ten days after the delinquency date, water and/or sewer service may be discontinued without further notice.

13.50.060 - Violations.¶
Violation of any of the provisions of this chapter shall constitute an infraction, punishable pursuant to Chapter 1.16 of this code.

13.50.070 - Sewer enterprise fund.¶
All moneys collected by the city hereunder shall be placed in a fund entitled "sewer enterprise fund" and shall be used only for the acquisition, construction, reconstruction, maintenance and operation of sewage facilities and to repay principal and interest on any bonds which may or may have been issued for the construction or reconstruction of such sewage facilities.

13.50.080 - Return/transfer of deposits and accounts.¶
A.
Deposits made by sewer service consumers shall be returned to the persons who made such deposits or to their authorized representatives, after twelve months of sewer service to such consumer, provided that all charges for sewer service during such period were timely paid by the consumer.
B.
Accounts of sewer service consumers may be transferred to different premises within the city without a new deposit, provided that the account that is transferred is not delinquent.
