Chapter 15.04 — GENERAL PROVISIONS

A purpose of this title is to establish regulations and procedures pertaining to the proper use and control of public sewers and the quality of industrial wastes and sewage discharged to the public sewers in the city. Proper collection and treatment of sewage is of vital concern to the health and welfare of residents and visitors to Palm Springs. Control of sewage and industrial waste discharged to public sewers is imperative so that treatment facilities can produce a product that will minimize adverse effects on groundwater supplies and meet the requirements of water quality control and public health agencies.

This title shall be administered in conjunction with the city's plumbing code and regulations, any standard specifications for public works prescribed for use in the city, and any standard plans for public works construction prescribed for use in the city. In the event of conflict between the provisions of any of the foregoing and the provisions of this title, the provisions of this title shall prevail.

All public sewers shall be maintained by the city. (Prior code § 7761; Ord. 912 § 2, 1971)

Building sewers, including sewer laterals, shall be maintained by the owners of properties being served by the building sewers.

Nothing in this Chapter shall be deemed a limitation, restriction, or prohibition on any graywater system installed pursuant to the provisions of Appendix G of the Plumbing Code, as adopted pursuant to Section 8.04.030 of this Code, as such provisions may be amended from time to time. CHAPTER 15.08 DEFINITIONS

For the purposes of this title, unless it is plainly evident from the context that a different meaning is intended, certain terms used herein are defined as follows in this chapter. (Prior code § 7710; Ord. 912 § 2, 1971)

"B.O.D." (denoting biochemical oxygen demand) means the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at twenty degrees Centigrade, expressed in parts per million by weight. (Prior code § 7710.1; Ord. 912 § 2, 1971)

"Industrial wastes" mean the liquid wastes from industrial processes, as distinct from sanitary sewage.

"Natural outlet" means any outlet into a watercourse, pond, ditch, lake or other body of surface or ground water.

"pH" means the logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.

"Public sewer" means a sewer main which is controlled by public authority. (Prior code § 7710.5; Ord. 912 § 2, 1971)

"Sewage" means a combination of the water-carried wastes from residences, business buildings, institutions, and industrial establishments, together with such ground, surface, and storm waters as may be present.

"Sewage works" mean all facilities for collecting, pumping, treating and disposing of sewage. (Prior code § 7710.9; Ord. 912 § 2, 1971)

"Sewer" means a pipe or conduit for carrying sewage. (Prior code § 7710.10; Ord. 912 § 2, 1971)

"Sewer lateral" means the portion of the building sewer between the sewer main and the property or easement line.

"Suspended solids" mean solids that either float on the surface of, or are in suspension in water, sewage or other liquids.

"Waste treatment plant" means any arrangement of devices and structures used for treating sewage.

"Watercourse" means a channel in which a flow of water occurs, either continuously or intermittently.
