CHAPTER 10.04 DEFINITIONS

The following words and phrases when used in this title shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.

Whenever any words or phrases used in this title are not defined, but are defined in the Vehicle Code of the state and amendments thereto, such definitions shall apply. (Ord. 36 §§ 1, 1.1, 1974)

"Central traffic district" means all streets and portions of streets within the area described as follows: All that area bounded by Rancho Road and Deep Canyon Road, and the south side of El Paseo and the north side of a line extended along the right-of-way of Allesandro Drive to intersect with Deep Canyon and Ste. Rte. 74; also, the north side of Ste. Rte. 74 from El Paseo to Parkview Drive.

"Coach" means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers. (Ord. 36 § 1.3, 1974)

"Curb" means the lateral boundary of the roadway whether such curb is marked by curbing construction, or not so marked; the word "curb" as used in this title shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

"Division island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic. (Ord. 36 § 1.6, 1974)

Within the meaning of this title, "holidays" are the first of January, the twelfth of February, the twenty-second of February, the thirtieth of May, the fourth of July, the first Monday in September, the ninth of September, the twelfth of October, the eleventh of November, the twenty-fifth of December, and Thanksgiving Day. If the first of January, twelfth of February, twenty-second of February, the thirtieth of May, the fourth of July, the ninth of September, the twelfth of October, the eleventh of November or the twenty-fifth of December falls upon a Sunday, the Monday following is a holiday. "Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Ord. 36 § 1.8, 1974)

Whenever certain hours are named in this title, they shall mean standard time or daylight saving time as may be in current use in the city. (Ord. 36 § 1.9, 1974)

"Parkway" means that portion of a street other than a roadway or a sidewalk. (Ord. 36 § 1.10, 1974)

"Parking meter" means a mechanical device installed within or upon the curb or sidewalk area, immediately adjacent to a parking space, for the purpose of controlling the period of time of occupancy of such parking meter space by any vehicle. (Ord. 36 § 1.11, 1974)

"Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Ord. 36 § 1.12, 1974)

"Pedestrian" means any person afoot. (Ord. 36 § 1.13, 1974)

"Police officer" means every officer of the police department of the city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations. (Ord. 36 § 1.14, 1974)

"Stop," when required, means complete cessation of movement. (Ord. 36 § 1.15, 1974)

"Vehicle Code" means the Vehicle Code of the state. (Ord. 36 § 1.15, 1974)
