Sec. 6-5.301. - Definitions.¶
"Development project" means any of the following:
(a) A new commercial building, industrial building, and residential building with five (5) or more living units at which solid waste will be collected and loaded. A project involving development of detached single-family homes shall qualify as a "development project" for purposes of this article only if the project includes a common area for the collection and loading of solid waste that serves five (5) or more units. In such instances, recycling areas as specified in this article are only required to serve the needs of those units that utilize the common area for solid waste collection and loading;
(b) Projects involving the addition of thirty (30%) percent or more to the existing floor area of a commercial buildings, industrial buildings, or residential buildings with five (5) or more living units at which solid waste is collected and loaded;
(c) Any new public facility where solid waste will be collected and loaded and any improvements made to those areas within an existing public facility that are used for collecting and loading solid waste.
"Public facility" means and includes, but is not limited to, buildings, structures, and outdoor recreation areas owned by a local agency.
"Recycling area" means the space allocated for collecting and loading of recyclable materials.

Sec. 6-5.302. - General requirements.¶
(a) Development projects for which a building permit application is submitted shall include adequate, accessible, and convenient recycling areas.
(b) Any costs associated with recycling areas in development projects shall be the responsibility of the development project applicant.

Sec. 6-5.303. - Design of recycling areas.¶
(a) Recycling areas shall be adequate in capacity, number and distribution to serve the development project.
(b) The dimensions of recycling areas shall be adequate to accommodate receptacles sufficient to meet the recycling needs of the development project.
(c) An adequate number of bins or containers shall be provided in recycling areas to allow for the collection and loading of recyclable materials generated by the development project.
(d) Recycling areas shall be designed to be architecturally compatible with nearby structures and with the existing topography and vegetation.
(e) The design and construction of recycling areas shall not prevent security of any recyclable materials placed therein.
(f) The design, construction, and location of recycling areas shall not be in conflict with any applicable federal, state, or local laws relating to fire, building, access, transportation, circulation, or safety.
(g) Recycling areas or the bins or containers placed therein shall provide protection against adverse environmental conditions, such as rain, which might render the collected materials unmarketable.
(h) Recycling areas shall provide unobstructed access for collection vehicles and personnel.
(i) A sign clearly identifying all recycling and solid waste collection and loading areas and the materials accepted therein shall be posted adjacent to all points of direct access to recycling areas.
(j) Areas adjacent to recycling areas shall be adequately protected from any adverse impacts associated with recycling areas by means of measures such as adequate separation, fencing, and landscaping.

Sec. 6-5.304. - Location of recycling areas.¶
(a) Recycling areas shall not be located in any area required to be constructed or maintained as unencumbered, pursuant to any applicable federal, state, or local laws relating to fire, access, building, transportation, circulation, or safety.
(b) Recycling areas shall be located so they are at least as convenient for those persons who deposit, collect, and load the recyclable materials placed therein as the locations where solid waste is collected and loaded. Whenever feasible, areas for collecting and loading recyclable materials shall be located adjacent to the solid waste collection areas.
