§ 2.55.010. Removal of Members.¶
A. Members of boards, commissions and committees serve at the pleasure of the City Council. Unless otherwise provided for in law, any member of a board, commission or committee may be removed at any time, with or without cause, by a majority vote of all the members of the City Council.
B. Effective May 14, 2002, members of boards, commissions and committees may serve no more than 12 consecutive years on the board, commission or committee to which they are appointed. No member of a board, commission or committee who has served 12 consecutive years shall be eligible for reappointment to the same board, commission or committee prior to the passage of a two-year interval.

§ 2.55.020. Vacancies.¶
In addition to state law regulating when a vacancy occurs, if any City Council appointed member of any committee, board or commission no longer fulfills the mandatory qualifications for holding such a position as established by resolution of the City Council, then the office shall become vacated upon such occurrence. Any member of a committee, board or commission who no longer fulfills the mandatory qualifications for holding the position shall notify the City Clerk immediately and shall not participate in any decisions of the committee, board or commission to which the member was appointed.
If a vacancy on a board, commission or committee shall occur other than by expiration of a term, such vacancy shall be filled by the City Council by appointment for the unexpired term. Failure to appoint or reappoint a member whose term has expired shall not result in an automatic vacancy unless it would result in the member having served more than 12 consecutive years as provided in Section 2.55.010 above.

§ 2.55.030. Records—Annual Reports.¶
A. Each board, commission or committee shall keep a record of its minutes, actions, findings and determinations, showing the vote of each member upon each question, or, if absent and failing to vote, indicating such fact. Such records shall be forwarded to the City Clerk for filing and they shall be public records.
B. Each board, commission or committee shall submit an annual report to the City Council no later than October 31st of each year. Attendance records of members shall be included as part of the annual report.

§ 2.55.040. Biennial Review.¶
In December of a regular City Council election year, or as soon thereafter as the City Council directs, the City Council shall review the annual reports of the boards, commissions and committees.
