§ 2.20.010. Departmental Organization.¶
The Administrative Service of the City shall be divided under the Administrator into the following departments and heads thereof:

§ 2.20.030. Performance of Duties by Officers.¶
Each officer shall perform duties required of his or her office by state law, this code and ordinances of the City, and such other duties not in conflict therewith as may be required by the City Manager.

§ 2.20.040. Department Heads.¶
The heads of departments shall:
A. Responsibility to Administrator. Be immediately responsible to the City Manager for the effective administration of their respective departments and all activities assigned thereto;
B. Inaugurate Sound Practices. Keep informed as to the latest practices in their particular field and shall inaugurate, with the approval of the City Manager, such new practices as appear to be of benefit to the service and to the public;
C. Report to City Manager. Submit quarterly and annual reports of the activities of his or her department to the City Manager;
D. Maintain Records. Establish and maintain a system of filing and indexing records and reports in sufficient detail to furnish all information necessary for proper control of departmental activities and to form a basis for the periodic reports to the City Manager, or upon the direction of the City Manager, supply records and reports to a central records system;
E. Authority Over Employees. Have power, when authorized by the City Manager, to appoint and remove all subordinates under her or him;
F. Maintain Equipment. Be responsible for the proper maintenance of all City property and equipment used in his or her department;
G. Department Divisions. Organize his or her department into such divisions as are approved by the City Manager.

§ 2.20.050. Departments.¶
Each department shall cooperate with other departments; furnish, upon the direction of the City Manager, any other department such service, labor, and materials as may be requisitioned by the head of such department, and as its own facilities permit, through the same procedure and subject to the same audit and control as other expenditures are incurred.

§ 2.20.060. Office Hours—Deposit and Payment of Money.¶
A. Office Hours. All public offices of the City, with the exception of the Police Department, the Fire Department, the Water Division, and the City Library, shall be closed upon the holidays as follows:
Every Saturday;
Every Sunday;
New Year's Day (January 1);
Presidents' Day (third Monday in February);
Memorial Day (last Monday in May);
Independence Day (July 4);
Labor Day (first Monday in September);
Veterans' Day (November 11);
Thanksgiving Day;
Day after Thanksgiving;
One-half day before Christmas, if December 24th falls on a Monday through Thursday;
Christmas Day (December 25);
With the approval of the City Manager, holidays and days of mourning, etc., which are decreed by the Mayor, the Governor of the State, or the President of the United States of America.
B. The hours of opening and closing of the Police Department, the Fire Department, the Water Division and the City Library shall be governed by the rules, regulations and policies set by the City Council.
C. All units in the administrative service shall:
Daily Deposit. Make a daily deposit with the Director of Finance of any moneys received directly from the public;
Payment of Moneys. Pay out moneys belonging to the City only in the manner prescribed herein.
