Sec. 6-2-12. - Adoption of plans, specifications and regulations.

Standard plans and specifications for the construction, improvement and maintenance of highways, bridges, flood control, landscaping, grading, small drainage structures, irrigation and recreational facilities, and for the protection, supervision, management, control or use of such facilities, shall, from time to time, be submitted by the Director, Public Facilities and Resources Department, or his designee, and shall upon approval and adoption by resolution, be enforced by both the Director of Public Facilities and Resources Department and the Director of Planning and Development Services Department, or their designees, and shall be complied with and adhered to, except as provided by section 6-2-13, by developers, builders, contractors, subcontractors, agents and all others engaged in such construction, improvement or maintenance. Copies of said standard plans and specifications shall be available for inspection at the office of the Director, Public Facilities and Resources Department, or at the office of the Director, Planning and Development Services Department.

Sec. 6-2-13. - Modification and deviation from plans.

In any case where strict adherence to the Public Facilities and Resources Department standard plans and specifications enumerated in section 6-2-12 would be impractical or unreasonable, the Director, Public Facilities and Resources Department, or his designee, may grant such modification or deviation therefrom as will, in accordance with good engineering practice and public health and safety, conform to a plan that will, under the circumstances in such case, be practical and reasonable.
