Sec. 4-11-6. - Health Authority as entity separate from the County of Orange.¶
The Health Authority shall be an entity separate from the County of Orange. The Health Authority shall have the power to acquire, possess and dispose of real or personal property, as may be necessary for the performance of its functions, to employ personnel and contract for services to meet its obligations and to sue or be sued. Any obligations of the Health Authority, statutory, contractual, or otherwise, shall be the obligations solely of the Health Authority and shall not be obligations of the County of Orange.

Sec. 4-11-7. - Restrictions.¶
(a) Any contract entered into by the Health Authority shall contain a provision that any Health Authority obligation created by the contract shall not be an obligation of the County of Orange.
(b) Subject to state and federal laws, any authorized representative of the County of Orange shall be given access to any books, documents or other records of the Health Authority pertinent to the enforcement of this section.
