Materials, methods of construction, or structural design limitations provided for in this chapter are to be used unless an exception is granted by the enforcing authority.

(b) The enforcing authority may approve any such alternate; provided, they find the proposed design, material, and method of work to be for the purpose intended at least equivalent to that prescribed in this chapter in quality, effectiveness, durability and safety.
