Sec. 19A.22. - Allowable emergency work.¶
In the event of an emergency as defined in Article II of this chapter, the city engineer may issue an emergency permit for the following types of remedial, protective or preventative work:
(a) Revetments or riprap, as defined in Article II of this chapter;
(b) Sand bags;
(c) Earthen berms.

Sec. 19A.23. - Applications for emergency work.¶
Applications for work necessitated by an emergency as defined in Article II of this chapter shall be made to the city engineer by letter if time allows, or by telephone or in person if time does not allow. The person or firm making application during an emergency shall give the following information:
(a) The nature of the emergency;
(b) The cause of the emergency insofar as this can be established;
(c) The location of the emergency;
(d) The remedial, protective or preventative work required to deal with the emergency; and
(e) The circumstances during the emergency that appeared to justify the course(s) of action taken, including the probable consequences of failing to take action.

Sec. 19A.24. - Verification and granting of emergency permit.¶
The city engineer shall verify the facts, including the existence and nature of the emergency insofar as time allows, and shall issue the permit for the duration of the emergency if the following findings are made:
(a) An emergency exists which requires the proposed work to be undertaken before a permit could be issued pursuant to the routine administrative procedures established hereunder;
(b) The work proposed would be consistent with the requirements of the city's local coastal plan.

Sec. 19A.25. - Cessation of emergency.¶
Upon cessation of the emergency, the permittee for emergency work as defined in section 19B.7 of this chapter shall, within fifteen (15) days, either remove the emergency work or file an application for a coastal development permit pursuant to Article III. Failure to remove any emergency work or to obtain a valid coastal development permit and building or grading permit for said work will place the permittee in violation of this chapter.
