Sec. 19A.18. - Seawalls and other such structures allowed.

Shoreline structures as defined in Article II shall be allowed when required to serve coastal dependent uses or to protect proposed or existing structures in danger from erosion and when designed to eliminate or mitigate adverse impacts on local shoreline sand supply and other coastal resources, and where the construction is in conformance with the city's local coastal plan.

Sec. 19A.19. - Access and recreation.

The proposed project shall not interfere with the public's right of access to the sea where acquired through use or legislative authorization, including but not limited to the use of dry sand and rocky coastal beaches to the first line of terrestrial vegetation.

Every coastal development permit issued for any development between the nearest public road and the sea or the shoreline of any body of water located within the coastal zone shall include a specific finding that such development is in conformance with the public access and recreational policies of the city's local coastal plan.

Sec. 19A.20. - Dedication requirements.

The applicant must offer to dedicate to the city by easement or fee simple title all land seaward of the toe of a seawall or similar structure for lateral access to the public.
