§ 18-40. Control of intersections for parades and funerals.

The Chief of Police may regulate and control traffic at all intersections within the City to provide for the orderly progress of parades and funeral processions.

§ 18-41. Restricting parking for loading and unloading in certain areas.

(a) When the City Council finds and determines that a motor vehicle loading and unloading is or can be a hazard to vehicular or pedestrian traffic in any area, the City Council may designate such areas by resolution as "parallel parking – loading areas" and no motor vehicle shall park to load or unload goods or wares of any description except parallel and adjacent to the curb.

(b) In any such parallel parking – loading area, this section supersedes the provisions of Section 11.4(d) of the Uniform Traffic Code adopted by Section 18-1 of this chapter.

§ 18-42. Curb markings.

The Public Works Director shall utilize the following curb markings to indicate parking and standing regulations, and said markings shall have the meanings as herein set forth:

(a) Red: No stopping, standing, or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone that is signed or marked as a bus zone.

(b) Yellow: No stopping, standing, or parking during hours designated by signage for any purpose other than the active loading or unloading of passengers or materials. The period of active passenger loading and unloading shall not exceed three minutes, and the period of materials loading and unloading shall not exceed 20 minutes.

(c) White: No stopping or standing during posted hours for any purpose other than the active loading or unloading of passengers or depositing mail in an adjacent mailbox for a period of time not exceeding three minutes. When the zone is in front of a theater, the restrictions shall apply only when the theater is open. When the zone is established at a taxicab stand, taxicabs, rideshare vehicles and automobiles for hire may remain in the zone for 20 minutes.

(d) Green: No stopping, standing, or parking between hours and on days designated by City Council resolution for a period longer than the time indicated on the curb unless otherwise indicated by signs or curb markings.

(e) A licensed driver shall be present in or immediately adjacent to any vehicle stopped for the purpose of active loading or unloading passengers or materials.

(f) When curb markings have been placed, as authorized under this chapter, no person shall stop, stand, or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.

§ 18-43. Prohibition of use of engine brakes.

(a) A person commits the offense of engine braking if the person is operating a motor vehicle engine brake within the City limits.

(b) Any and all violations of this chapter shall be punishable either as an infraction or a misdemeanor at the discretion of the City Attorney.

(c) A person is not in violation of this section if the person uses an engine brake in an emergency situation to avoid imminent danger to a person or property.
