Article IV — Numbering of Streets

§ 30-19. "Street" defined. [Ord. No. 216, § 1.]

The word "street," as used in this article, is intended to include avenue, court, way, drive or other principal public means of access to buildings or enclosures, but does not include alleys.

§ 30-20. Adoption of plan. [Ord. No. 216, § 2.]

There is hereby adopted and established an official plan of the city entitled "Plan For Numbering Streets, Blocks, Etc.," now on file in the office of the city clerk. Such plan on file is hereby referred to and by reference is made a part of this article, and is referred to in this article as the plan. This plan, together with notations incorporated thereon, sets forth for each block in the city the general block number assigned to such block beginning with 100 or 00 as shown thereon.

§ 30-21. Method generally. [Ord. No. 216, § 3.]

F Street and its easterly continuation sometimes known as State Highway 120 is hereby designated as the east-west axis for the city, and the numbers on all streets running north or south, or approximately so, therefrom shall begin with the number 101 and 102 north or south respectively from the axis, except between F Street and Olive Avenue, where the beginning numbers are 1 and 2 north of F Street. First Avenue and its prolongations north and south is hereby designated as the north-south axis for the city, and the numbers on all streets running east or west, or approximately so, therefrom shall begin with the number 101 and 102 east or west respectively from the axis.

From the above axes the numbers shall run consecutively upwards block by block with certain exceptions as shown on the plan and caused by the existing street pattern. Any number on north-south streets shall be designated and known, for example, as No._______ North First Avenue or No.________ South First Avenue, as the case may be; and any number on east-west streets shall be designated and known, for example, as No._______ East F Street, or No._______ West F Street, as the case may be.

§ 30-22. Street names. [Ord. No. 216, § 4.]

No change is made in the street numbering plan in the names of streets which are not continuous across the respective axes of the city; except, that a one-block portion of Laural Avenue shall be renamed Gilbert Street. For all streets which continue across the respective axes of the city, the prefixes North, South, East, and West, as the case may be, shall be added to the names of the streets.

§ 30-23. Block numbers. [Ord. No. 216, § 5; Ord. No. 218, § 1.]

Except as shown otherwise on the street numbering plan, one hundred numbers are assigned typically to each block, including the two sides of the street, a number to each twelve and one-half feet of frontage typically, or each twenty-five feet of frontage for blocks exceeding six hundred feet in length as on Oak Avenue from Olive Avenue to F Street. The even numbers shall be on the north and west sides of the streets and the odd numbers shall be on the south and east sides of the streets. Certain exceptions to these general rules are shown on the plan for cases where there is lack of uniformity of block lengths on opposite sides of the streets or elsewhere, and where one hundred numbers may be assigned to two short blocks or to a portion of a block as the case may be. Where one hundred numbers are assigned to two short blocks, fifty may be assigned to each block.

§ 30-24. Numbering of buildings. [Ord. No. 216, § 6.]

All main entrances to buildings or enclosures from the public streets of the city shall be numbered in accordance with the street numbering plan and as hereinafter set forth, and all required changes from any existing entrance numbers to a new entrance number provided by this plan shall be made at the earliest possible date and at any event by July 5, 1948, unless such date is extended by resolution of the city council.

The duty of obtaining an assignment or reassignment of the appropriate entrance number is hereby imposed upon the owner and/or the occupant of the building or enclosure to which any such entrance belongs or pertains. All such numbers or revised numbers shall be assigned by an official or department of the city designated for this duty, and the city shall cause to be prepared such block books or other documents as may be necessary and adequate for the purpose of keeping an accurate record of entrance numbers. After assignment the entrance numbers shall be placed in figures not less than two inches long immediately above or adjacent to the doorway, gateway or other type of entrance to the building or enclosure.

§ 30-25. Changes in block numbering system. [Ord. No. 216, § 8.]

Any adjustments or extensions of the block numbering system delineated on the plan, which may be deemed advisable to meet changing block layouts or future conditions, are hereby declared to be administrative acts and may be made by a resolution of the city council upon recommendation of the official or department charged with the duty of administering the provisions of this article. The adjustments or extensions shall be made so as to most nearly conform to the true purpose and intent of the comprehensive plan.
