§ 3-20. Operation of motor vehicle in tie down area.[5 ]

  • (a) No person shall operate, drive or park a motor vehicle including automobiles, trucks, motorcycles, mopeds, bicycles, or any other vehicle at the airport property other than on the established roads and parking areas of the airport; no vehicles are allowed at any time on the aircraft runways, runway approaches or aircraft tie-down areas except as authorized by the Oakdale City Manager or the Director of Public Works for the City of Oakdale.

  • (b) The provisions of this section shall not apply to Oakdale city maintenance, repair and inspection vehicles and emergency vehicles (fire/police/ambulance).

  • (c) The airport manager shall enforce the provisions of this section concurrently with the police department of the City of Oakdale and shall inform the police department of any violations of this section. [Ord. No. 436, § 24; Ord. No. 780, § 1; Ord. No. 1142.]

§ 3-25. Leaving aircraft with engine running. [Ord. No. 436, § 30.]

At no time shall an aircraft be left with engine running unless a competent operator is at the controls.

§ 3-26. Taxi regulations. [Ord. No. 436, §§ 31, 32.]

All aircraft shall be taxied at a slow and reasonable speed, and when not equipped with adequate brakes, shall have an attendant beside at least one wing when taxied in the vicinity of a hangar or other building.

When in the vicinity of aircraft landing or taking off, an aircraft being taxied shall be brought to a complete stop.

No aircraft shall be taxied in or out of hangars at any time.

§ 3-27. Removal of wrecked aircraft. [Ord. No. 436, § 33; Ord. No. 1068, § 1.]

Every aircraft owner, his pilot and agents, severally shall be responsible for the prompt removal, under the direction of the airport manager, of wrecked aircraft.

§ 3-28. Area for making aircraft repairs. [Ord. No. 436, § 34; Ord. No. 1068, § 1.]

No aircraft shall be permitted to remain on any part of the landing or take-off area for the purpose of repairs; and all repairs shall be effected at the places designated therefor. No person shall repair or do maintenance work or aircraft in the tie down area.

ARTICLE III Fire Regulations.[7 ]

§ 3-29. Duty of persons using airport; minimum amount of fire extinguishing equipment needed. [Ord. No. 436, § 36.]

Every person using the airport or its facilities in any way shall use the utmost caution to prevent fire. The minimum amount of fire extinguishing equipment needed for each building or structure shall be as specified by the fire chief of the city.

§ 3-30. Fueling and draining aircraft. [Ord. No. 436, § 37.]

No aircraft shall be fueled or drained while its engine is running, or while in a hangar or other enclosed place. Fueling shall be done in such manner and with such equipment that adequate connections for the grounding of static electricity shall be continuously maintained during such time.

§ 3-31. Storage of compressed flammable gas. [Ord. No. 436, § 38; Ord. No. 1068, § 1.]

No cylinder or flask of compressed flammable gas shall be kept or stored except at a place designated by the fire chief for that purpose.

§ 3-32. Cleaning of motors. [Ord. No. 436, § 39.]

The cleaning of motors or other parts of aircraft shall not be carried on in any hangar, except with nonflammable substances. If flammable liquids shall be employed for this purpose, the operation shall be carried on in the open air.

§ 3-33. Smoking regulations. [Ord. No. 436, § 40; Ord. No. 1068, § 1.]

No person shall smoke or ignite any match or cigarette lighter around aircraft which are being filled with gasoline or in any hangar.

§ 3-34. Repairs on aircraft in hangar. [Ord. No. 436, § 41; Ord. No. 1068, § 1.]

Repairs on storage floors of hangars primarily used for aircraft storage shall be limited to inspection and replacement of minor parts. Painting of aircraft is prohibited.

§ 3-35. Hangar entrances to be kept clear. [Ord. No. 436, § 42.]

Hangar entrances shall be kept clear at all times.

§ 3-36. Cleaning floors. [Ord. No. 436, § 43.]

Floors shall be kept clean and free from oil, and no volatile flammable solvent shall be used for cleaning floors.

§ 3-37. Hangars to be kept free of litter, rubbish, etc. [Ord. No. 436, § 44.]

No boxes, crates, rubbish, paper or other litter shall be permitted to accumulate in or about any hangar, and all oil, paint and varnish cans, bottles or other containers shall be removed from the hangar immediately

upon being emptied.

§ 3-38. Use of flammable liquids. [Ord. No. 436, § 45.]

No solvents, paints, dopes or other highly flammable liquids shall be sprayed, stored or used in any hangar primarily used for the storage of aircraft, unless a storage room is provided for such purpose.
