§ 2-2. City Council meeting time and place. [Ord. No. 374, §§ 1, 2; Ord. No. 518, § 1; amended 6-16-2025 by Ord. No. 1292.]

The regular meetings of the City Council shall be held on the first and third Mondays in each month, at 6:30 p.m., in the City Council Chambers, 277 North Second Avenue, Oakdale, California.

§ 2-3. Official bond of city clerk. [Ord. No. 257, § 2; Ord. No. 379, § 1.]

The official bond of the city clerk is fixed in the sum of five thousand dollars.

§ 2-3.1. Incompatible offices. [Ord. No. 724, § 1, 1978.]

No person, who is a paid employee of the city, either full-time or part-time, may also be a member of the city council or be mayor, and upon election of such person to the office of councilmember or mayor in the city, and upon the taking of such person of the oath of office, the previous position held with the city shall be forthwith vacated.

§ 2-10

ARTICLE II City Manager.

§ 2-4. Office created - Appointment, qualifications and term of office. [Ord. No. 394, § 1; Ord. No. 1144, § 1.]

The office of city manager is created and established. The city manager shall be appointed by the city council solely on the basis of his executive and administrative qualifications and ability, and shall hold office at and during the pleasure of the city council.

§ 2-5. Assistant manager. [Ord. No. 578, § 1; Ord. No. 1144, § 1.]

The city manager shall appoint an assistant city manager with the approval of the city council. The position of assistant city manager may be combined with that of any other office or position within the city.

§ 2-6. Eligibility of former city councilmen. [Ord. No. 394, § 2; Ord. No. 1144, § 1.]

No person elected to membership on the city council shall, subsequent to such election, be eligible for appointment as city manager until one year has elapsed after he has ceased to be a member of the city council.

§ 2-7. Probationary period. [Ord. No. 394, § 3; Ord. No. 1144, § 1.]

The city manager shall be considered to be in a probationary period for six months after his appointment and during such six-month period may be discharged without notice by the city council.

§ 2-8. Surety bond. [Ord. No. 394, § 4; Ord. No. 1144, § 1.]

The city manager shall secure a corporate surety bond to be approved by the city council in such sum as may be determined by the city council and it shall be conditioned on the faithful performance of the duties imposed on the city manager as prescribed in this article. The bond fee shall be paid by the city.

§ 2-9. Procedure upon absence or disability. [Ord. No. 394, § 5; Ord. No. 1144, § 1.]

In case of the absence or disability of the city manager, the city council may designate some duly qualified person to perform the duties of the city manager during the period of absence or disability of the city manager, subject, however, to such person furnishing a corporate surety bond and conditioned on faithful performance of the duties required to be performed, as set forth in section 2-8.
