§ 5.60.020. Definitions.¶
As used in this article:
"Billiard room" or "pool room"
means any place open to the public where billiards, bagatelle or pool is played, or in which any billiard, bagatelle or pool table is kept and persons are permitted to play or do play, whether any compensation or reward is charged for the use of such table or not.

§ 5.60.030. Hours of operation.¶
Except as provided, no owner, manager, proprietor or other person having charge of any billiard room or pool hall shall keep the same open or allow or permit the same to be kept open or allow or permit any game to be played between the hours of 2:00 a.m. and 6:00 a.m. of any day, or allow or permit any person, except such owner, manager, proprietor or person in charge, or the servants regularly employed in and about the same, to be or remain within the hours stated.
The City Council may, upon written application by the owner, permit any billiard room or pool hall to be kept open beyond 2:00 a.m., subject to such conditions as the City Council determines are necessary in order to ensure that the premises will be properly maintained and that the use and enjoyment of adjacent properties will not be unreasonably interfered with.
