§ 2.04.010. Council chambers.

The chambers of the city council shall be located at 2820 Clark Avenue, Norco, California, and all meetings of the city council shall be held in accordance with provisions of Government Code of the State of California.

§ 2.04.020. City offices–Hours.

Norco City Hall shall be closed on Fridays, Saturdays, Sundays and on all official state holidays as designated in Section 6700 of the Government Code of the State of California, as approved by Resolution of the City Council. City Hall shall be open to the public for business from eight a.m. to six p.m. on all other days of the year.

§ 2.04.030. Regular meetings.

Regular meetings of the city council shall be held on the first and third Wednesday of each month at the hour of 6 p.m., except if any such Wednesday is a legal holiday, then the regular meeting shall be held at the same time on the next succeeding business day; provided further, that the city council may at a regular meeting order adjournment by posting on or near the door of the council chambers, any regular meeting postponed and set ahead for a period of not more than seven days, any future meeting of the city council.

§ 2.04.040. Special meetings.

Special meetings of the city council may be called at any time by the mayor or by three members of the City Council, by written notice thereof filed with the city clerk at least forty-eight hours prior to the time of such meeting. At least twenty-four hours before the time specified for the proposed meeting, the city clerk shall cause to be delivered notice of the proposed meeting to the address of each member of the Council, which address shall be the address designated for such purpose with the city clerk by each member of the Council. In the event no such address is designated by a member of the Council, such address for the purposes of this section shall be deemed to be the member's residence address. Any special meeting of the city council shall be a validly called special meeting without the giving of such written notice as above provided, if all members of the city council give their consent in writing to the holding of such meeting, and such consent is on file in the office of the city clerk at the time of holding such special meeting. A telegraphic communication from a councilman consenting to the holding of the meeting shall be a consent in writing, within the meaning of the terms as expressed in the foregoing sentence. At any special meeting the power of the city council to transact business shall be limited to matters referred to in such written notice of written consent. (Ord. 14, Sec. 4, 1964)

§ 2.04.050. Mayor.

The mayor shall be a council person and shall be elected by the members of the city council. The mayor shall be elected to such office for a term of one year. The election of Mayor shall be held

each year at the first regular meeting of the City Council in the month of December in keeping with the date for seating newly elected council persons in an election year. The mayor may make or second any motion and present or discuss any matter as a member of the Council. The mayor shall preside at the meetings of the Council and shall have such other duties as may be prescribed by law.

§ 2.04.060. Mayor Pro Tempore.

In order to expedite the orderly procedure of the City Council meetings, in the event the mayor cannot be present, the council shall also elect some other member of the city council who shall act as mayor pro tempore in his absence. The mayor pro tempore shall be shown as the vicemayor of the City of Norco.

§ 2.04.070. Order of business.

The order of business of each regular meeting of the city council shall be in the manner and method as may be prescribed from time to time by resolution of the city council. (Ord. 14, Sec. 7, 1964)
