8.04.160 - Compliance required.¶
The collection and transportation of garbage and commercial garbage shall be subject to the regulations set forth in this chapter.

8.04.170 - Permit—Required.¶
Every person is guilty of a misdemeanor who, on or after June 1, 1956, transports or conveys, or causes or permits to be transported or conveyed, upon or along any public highway through or across the city, any garbage, or refuse garbage, or commercial garbage, unless an effective license or permit in writing has been issued by the county health officer applicable to the vehicle or truck by means of which the transportation occurs, or unless the garbage, refuse garbage, or commercial garbage is enclosed in a watertight, leakproof, insectproof and rodent-proof container having in place a tight-fitting cover so as to prevent leakage, spillage or overflow.

8.04.180 - Application—Contents.¶
Applications for a license or permit to collect or transport garbage, refuse garbage, or commercial garbage in the city must be made in writing and signed by the applicant and must show the following:
A. The name, address and telephone number of the applicant;
B. The type, kind and make of each truck or vehicle to be used by applicant in the collection and transportation of garbage, refuse garbage or commercial garbage;
C. Whether the truck or vehicle is so constructed as to prevent leakage, dripping or overflow therefrom;
D. The type and kind of cover used for covering its contents;
E. Place or places of disposal;
F. The method, manner and frequency of cleaning the equipment;
G. A statement as to the mechanical condition of the equipment;
H. A statement that applicant will not assign or transfer the license or permit, and that applicant agrees to comply with all the requirements of this chapter now in force or as hereafter amended, and with the conditions of the permit issued for each truck or vehicle engaged in the collection and transportation.

8.04.190 - Application—Filing.¶
The application shall be filed with the county health officer, and shall be accompanied by an application fee of five dollars for each truck or vehicle together with the annual license or permit fee of five dollars for each truck or vehicle, to cover the cost of investigation and inspection. If the application is denied, no part of the application fee shall be refunded. The annual license or permit fee of five dollars shall be refunded for each truck or vehicle for which the application is denied.

8.04.200 - Permit—Granting.¶
The county health officer shall make an inspection of each truck or vehicle described in the application. If the county health officer finds that applicant will in fact comply with the provisions of this chapter and permit, and that the truck or vehicle to be used in the collection and transportation of the garbage is of tight construction, with a close-fitting cover, to be kept in place from the point of last collection until delivered to the dump site, so as not to permit leakage, spillage or overflow of its contents, will be cleaned at least once daily in a satisfactory manner when in use, and is of sound mechanical condition, he shall issue a permit to the applicant together with a license covering each truck or vehicle covered by such application. If the truck or vehicle is to be used in the collection or transportation of refuse garbage or commercial garbage, the county health officer must find, before issuance of a license and permit, that in addition to meeting the foregoing requirements, the truck or vehicle is of watertight construction with a close-fitting cover to be kept in place between collections as well as from the point of last collection until delivered to the dump site, or is, in the opinion of the county health officer, so constructed or equipped as to prevent spillage of its contents on the highways. The permit and each license issued in connection therewith shall expire on December 31st of the year for which it was issued. The county health officer shall furnish to each applicant obtaining a permit to collect and transport garbage, refuse garbage, or commercial garbage one license for each vehicle covered by the permit. The license for each vehicle shall show the number of the permit and the calendar year for which issued. The permittee shall display in a conspicuous place, designated by the county health officer, in each truck or vehicle for which a permit has been issued, the license issued therefor.

8.04.210 - Permit—Revocation.¶
The permit issued to any applicant and the license covering any particular vehicle, or either thereof, shall be subject to revocation after notice and hearing, as provided in Article IV of this chapter for failure to comply with the requirements of this chapter or with the conditions of the permit or license.

8.04.220 - Disposal.¶
No garbage, refuse garbage or commercial garbage shall be disposed of at a dump operated other than in compliance with the regulations of this chapter and approved by the county health officer.
