15.28.010 - Violation unlawful.¶
It is unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, move, remove or demolish, convert, equip, use or occupy or maintain any building or structure, or any portion thereof, in the city contrary to, or in violation of this article or to cause, permit or suffer violations.

15.28.020 - Violation deemed infraction.¶
Any person, firm, corporation or organization violating any provision of the ordinances codified in this title shall be guilty of an infraction and upon conviction thereof shall be punishable in accordance with the provisions set forth in Chapter 1.16 of this code.

15.28.030 - Violation declared nuisance— Abatement.¶
It is found and declared that the existence of a violation of any of the sections of this article within the city is a public nuisance and dangerous to the public health and safety of persons within the city, and in addition to any other remedies provided by law, the building official or appropriate legal officer is authorized and directed to investigate any such nuisance, to notify in the form and manner provided in this title any person or persons maintaining such nuisance to abate the same in conformance to the provisions of this article, and, upon failure to comply, to enter upon the premises, public or private, wherein the nuisance exists and summarily abate same.
