3.04.010 - Purpose.¶
Pursuant to the authority granted to the legislative body of any city in the state of California under provisions of Chapter 45, State Statutes, the following civil service system is adopted in order to accomplish the following purposes:
A. To obtain and retain the best qualified persons available for service with the city;
B. To promote and increase economy and efficiency in the service of the city;
C. To provide a comprehensive personnel system for the city civil service wherein:
Positions involving comparable duties and responsibilities are similarly classified and compensated,
Appointments are based upon merit and fitness ascertained from practical and competitive examinations,
Civil service employment is made a career by providing for security of tenure and the advancement of the employee within the service whenever practicable,
The rights and interests of the civil service employee are given due consideration consistent with the best interests of the city,
A high morale is developed among city civil service employees by providing adequately for leaves of absence, vacations and other considerations for the general welfare of the employees,
Tenure of civil service employment is subject to good behavior, efficiency, necessity of the performance of the work, and the appropriation of sufficient funds.

3.04.020 - Applicability.¶
In accordance with Section 45000 et seq., of the California Government Code, the provisions of this title and city civil service rules apply to the classified service which includes all offices, positions and employment in the service of the city, except:
Elective officials;
Members of appointive boards, commissions, and committees;
City manager;
Assistant city manager;
City attorney;
Senior assistant city attorney;
City librarian;
Records management officer;
All department directors as so designated by city manager;
Persons engaged under contract or grant to supply expert, professional or technical services for a definite period of time;
Volunteer personnel who receive no regular compensation from the city;
Emergency employees who are hired to meet the immediate requirements of any emergency condition, such as an extraordinary fire, flood or earthquake;
Employees who are employed for less than twenty hours per week or who are employed temporarily for a definite period not exceeding twelve consecutive months.

3.04.030 - Employees—Status.¶
A. Any person holding a position included in the competitive service, who, on the effective date of the ordinance codified herein, has served continuously in such position for one year prior to the adoption of the ordinance codified herein, shall assume regular status in the competitive service in the position held on such effective date without qualifying examination or working test and shall thereafter be subject in all respects to the provisions of this title.
B. Any other persons holding positions or employment in the competitive service shall be regarded as holding their positions or employment as probationers who are serving out the balance of their probationary periods before obtaining regular status in their present class. Their probationary period shall be computed from the date of appointment or employment.
