§ 12.16.010. Marking, protection of dangerous conditions.¶
It is unlawful for any person by whom or under whose immediate direction, or by whose immediate authority, as principal, contractor or employer, any portion of a public street, alley, sidewalk, public park or place, may be made dangerous, to fail or neglect to:
A. Erect and, so long as the danger may continue, maintain around the portion thereof so made dangerous, a good and substantial barrier and sufficient signs for public safety; and
B. Cause to be maintained during every night from sunset to daylight flashing lights around the condition so made dangerous.

§ 12.16.020. Obstructions prohibited—Generally.¶
It is unlawful for any person to place or cause to be placed upon any sidewalk or street, or for any person owning, occupying or having the control of any premises, to suffer to be or remain upon the sidewalk or half of the street or way in front of such property any boxes, bales, barrels, wood, lumber, goods, wares or merchandise or anything obstructing the free use or passage of such street or sidewalk. This section shall not apply, however, to:
A. Goods, wares or merchandise in actual course of receipt, delivery or removal, provided the same shall be removed therefor within a reasonable time not exceeding two hours after receipt, delivery or removal;
B. Ornamental trees planted along the outer line of the sidewalk and within the curb barriers for the protection of the same;
C. Materials being used in construction or repair of any building when necessary may occupy the width of the sidewalk and seven feet of the width of the street; provided, however, that a pedestrian walk shall be constructed within this area whenever required by the Public Works Director. A permit for such occupancy shall also be obtained from the Public Works Director.

§ 12.16.030. Removal of surplus building materials—Compliance with regulations.¶
It is unlawful for any person holding any permit to do any work on buildings or sidewalks to fail, neglect or refuse to cause any surplus material from said work to be removed after the work is finished, or to fail or neglect to observe and perform all the terms and provisions of all regulations of the Council, City Manager or Public Works Director.

§ 12.16.040. Gates constituting obstructions.¶
It is unlawful for any person to leave any gate extended across or upon any sidewalk or street so as to be an obstruction to persons passing thereon.

§ 12.16.050. Permission required for wires, cords, etc.¶
It is unlawful for any person to run, stretch or maintain through, along or across any street, any wire, cable, hose, rope or cord on poles or otherwise without permission of the Public Works Director.

§ 12.16.060. Location of poles, towers.¶
It is unlawful for any person now holding, or who may hereafter obtain a franchise permitting the use of the public streets in this city for the purpose of erecting poles, fixtures or towers upon which to run or stretch wires, cables or other appliances or for constructing conduits within which to run or stretch wires, cables or other appliances, to place any poles, fixtures, towers or conduits, except where directed by the Public Works Director.

§ 12.16.070. Placing, mixing mortar or concrete on pavement.¶
It is unlawful for any person to place on the surface of any street paved with concrete, asphalt or bituminous rock, or upon the surface of any sidewalk, any mortar, roofing asphalt or concrete in a moist state, or to mix or prepare the same on any such street or sidewalk, except in a tight-fitting box or close-fitting platform. Cleaning mixers in street areas shall be carefully controlled permitting no waste mortar or concrete to be washed into storm drainage inlets.

§ 12.16.080. Rubbish prohibited on streets.¶
It is unlawful for any person to throw or place rubbish, slush, brush, debris, refuse or waste matter into or upon the streets of the city or allow any vehicle to track any mud or debris from any private property into or upon any street of this city, nor shall any person allow any such nuisance to continue in front of any building, lot or premises owned, controlled or occupied by any such person.

§ 12.16.090. Removal of building material or rubbish.¶
It is unlawful for any owner, agent, contractor, builder or person who deposits on any public streets any building material or refuse matter during the construction of any building or sidewalk to fail or neglect to remove all of said material and refuse matter and leave said street in good condition within 10 days from and after the completion of the work for which said materials were used or said refuse matter was so placed upon said street.

§ 12.16.100. Vehicles spilling loads.¶
It is unlawful for any person to use any vehicle for the conveyance or removal of dirt, gravel, rock or other material without having the same so constructed and loaded as to prevent the contents thereof from being scattered or deposited upon the streets over which said vehicles may be driven.

§ 12.16.110. Leaving materials near hydrant.¶
It is unlawful for any person to place or leave in the roadway of any street any lumber, rock, sand, or any other material or thing within 15 feet of any fire hydrant.
