10.08.130 - Vehicle defined.¶
For the purposes of this article, "vehicle" means and is defined as any automobile, truck, trailer, boat, or any other object stored or parked upon a county road in a manner prohibited by this article.

10.08.140 - Application of article provisions.¶
A. The provisions of this article prohibiting the stopping, standing or parking of a vehicle shall apply at all times, or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a peace officer or traffic-control device.
B. The provisions of this chapter shall not relieve any person from the duty to observe other and more restrictive provisions of the State Vehicle Code or the Napa County Code prohibiting, limiting or otherwise regulating the standing, parking or storage of vehicles in specified places at specified times.

10.08.150 - Overtime parking prohibited.¶
It is unlawful for any person who knowingly parks a vehicle, or who, having control of a vehicle, knowingly authorizes or allows such vehicle to be parked upon any county road for a consecutive period of one hundred twenty hours.

10.08.160 - Parking to wash, repair or sell vehicles.¶
It is unlawful for any person knowingly to park a vehicle upon any county road for the principal purpose of:
A. Displaying such vehicle for sale; or
B. Washing, greasing or repairing such vehicle, except repairs necessitated by emergency.

10.08.170 - Cuttings Wharf boat launch ramp area restrictions.¶
A. It is unlawful for any person who knowingly parks a vehicle or who, having control of a vehicle, knowingly authorizes or allows such vehicle to be parked at the boat launching ramp and adjacent vehicle parking facility owned by the county and situated at the southerly terminus of Cuttings Wharf Road at the Napa River, between the hours of ten p.m. and four a.m., without a permit authorizing such parking, issued by the Department of Public Works and displayed in the windshield of such vehicle.
B. Each six-hour period between ten p.m. and four a.m. during which a violation occurs under this section shall constitute a separate offense.

10.08.180 - Violation—Vehicle removal authority.¶
The sheriff of the county may, in his discretion, authorize any peace officer to remove such vehicle from the county road in the manner prescribed by and subject to the requirements of Division 11, Chapter 10, Articles 2 and 3 of the Vehicle Code of the state.

10.08.190 - Violations subject to civil penalties.¶
Any violation of the provisions of this article, including the commission of any action declared to be unlawful by any provision of this article, shall not be a criminal violation but shall instead be subject to a civil penalty as prescribed by Vehicle Code Section 40200 et seq. and Chapter 10.32.
