7.24.80 - Generally.¶
Except as otherwise provided, this chapter shall be administered by the town manager. The town manager may develop guidelines, as appropriate, to ensure implementation of this chapter.

7.24.090 - Violations—Penalties.¶
A. The town manager will review and, if determined appropriate, act upon any written complaint submitted by any private citizen or town officer or employee concerning any advertising or promotion prohibited by this chapter in a timely manner.
B. If a violation or noncompliance with any requirements of this chapter is determined to have occurred, the town manager or compliance officer may issue an administrative citation in accordance with the procedures set forth in Moraga Municipal Code Section 1.28.040 et seq.
C. Each violation of this chapter is an infraction subject to a fine not exceeding one hundred dollars ($100.00) for a first violation; a fine not exceeding two hundred dollars ($200.00) for a second violation of the same ordinance within one year; and a fine not exceeding five hundred dollars ($500.00) for each additional violation of the same Ordinance within one year pursuant to Moraga Municipal Code Section 1.24.030, as may be amended.
D. The violation of, or noncompliance with, any of the requirements of this chapter shall be subject to any administrative, civil or criminal enforcement remedies available under the law and/or this Code.
E. Any violation of this chapter is hereby declared a public nuisance.

7.24.100 - No conflict with other laws.¶
A. Nothing in this chapter shall be interpreted or applied so as to create any requirement, power or duty that is preempted by federal or State law.
B. Nothing in this chapter is intended to alter the obligations or restrictions that apply to any person under any other laws governing signs or any other matter covered by the Town Code.
