§ 9.08.130. Definitions.¶
As used in this article, the phrase "drug paraphernalia" includes an instrument used, designed for use, or intended for use in ingesting, smoking, administering or preparing marijuana, hashish, hashish oil, PCP, cocaine or any controlled substance as defined by the California Health and Safety Code, and includes, but is not limited to, the following:
A. Metal, wooden, acrylic, glass, stone, plastic or ceramic marijuana or hashish pipes, with or without screens, permanent screens, hashish heads or punctured metal bowls;
B. Water pipes of any sort designed for use or intended for use with marijuana, hashish, hashish oil or cocaine;
C. Carburetion tubes, pipes and devices;
D. Smoking and carburetion masks;
E. Roach clips;
F. Separation gins designed for use or intended for use in cleaning marijuana;
G. Cocaine spoons, vials, screens and sno-seals or other paper products;
H. Coke-cut or other chemical additives;
I. Chamber pipes;
J. Electric pipes;
K. Air driven pipes;
L. Chillums; and
M. Scales, dial-a-grams and other measuring devices.

§ 9.08.140. Minors—Prohibitions.¶
No person shall sell, give, deliver, or offer to sell, any drug paraphernalia to any person under the age of 18 years of age.

§ 9.08.150. Proprietors—Prohibitions.¶
No owner, manager, proprietor or other person in charge of any room in any place of business selling, or displaying for the purpose of sale, any drug paraphernalia, shall allow or permit any person under the age of 18 years to be, remain in, enter or visit such room unless such minor is accompanied by one of his or her parents, or by his legal guardian.

§ 9.08.160. Sale and display rooms—Minors prohibited.¶
A person under the age of 18 years shall not be in, enter or visit any room in any place used for the sale, or displaying for sale, of drug paraphernalia, unless such minor person is accompanied by one of his or her parents, or by his or her legal guardian.

§ 9.08.170. Sale and display—Separate room required.¶
A. No person shall maintain in any place of business to which the public is invited, any display for sale, or the offering to sell, of drug paraphernalia, unless such display is within a separate room or enclosure from which minors not accompanied by a parent or legal guardian are excluded.
B. At each entrance to such room or enclosure shall be a sign posted in reasonably visible and legible words stating that drug paraphernalia are being offered for sale in such room or enclosure, and minors unless accompanied by a parent or legal guardian are excluded.

§ 9.08.180. Prescription drugs excluded.¶
This article shall not relate to the sale, offer to sell or display for sale of devices to ingest or inject prescription drugs.

§ 9.08.190. Nuisance designated.¶
In addition to any other remedy provided by law, the sale, or the exhibition or display for the purpose of sale, of drug paraphernalia, from which minors are not excluded as set forth in this article, is declared to be a public nuisance, and may be abated pursuant to the provisions of Section 731 of the Code of Civil Procedure of the state.

§ 9.08.200. Violation—Penalty.¶
Any person who violates any of the provisions of this article shall be guilty of a misdemeanor and shall be punished by imprisonment in the county jail for a maximum of six months or by a maximum fine of $500 or by both such fine and imprisonment.
