§ 10.60.010. License—Required.¶
No person shall operate a bicycle, propelled wholly or in part by muscular power, upon any street of the city, without first obtaining a license therefor.

§ 10.60.020. License—Duration.¶
The license collector or such other person as may be designated by the city council is authorized and directed to issue, upon written application therefor, bicycle licenses which shall be effective for the life of the bicycle for which issued, and will entitle said bicycle to be operated upon all the streets, exclusive of the sidewalks thereof, in the city.

§ 10.60.030. License plates—Registration cards.¶
The city shall provide metallic license plates and seals, together with registration cards, said metallic license plates and registration cards having numbers stamped thereon in numerical order, beginning with number 1, and the letters MPK stamped thereon; such metallic license plates shall be suitable for attachment upon the frames of bicycles, and the license collector or such other person who may be designated by the city council shall attach one such metallic license plate to the frame of each bicycle, and shall issue a corresponding registration card to the owner thereof upon the payment of the license fee herein provided for. Such metallic license plate shall remain attached during the existence of such license. The license collector or such other person who may be designated by the city council shall also keep a record of the date of issue of each license, to whom issued, the number thereof and the description of the bicycle to which attached.

§ 10.60.040. Buying—Selling.¶
All persons engaged in the business of buying secondhand bicycles are required to make a daily report to the chief of police, giving the name and address of the person from whom each bicycle is purchased, the description of each bicycle purchased, the frame number thereof, and the number of the metallic license plate found thereon, if any. All persons engaged in the business of selling new or secondhand bicycles are required to make a daily report to the chief of police, giving a list of all sales made by such dealers, which list shall include the name and address of each person to whom sold, the kind of bicycle sold, together with a description and frame number thereof, and the number of the metallic license plate attached thereto, if any.

§ 10.60.050. Plate removal—Alteration.¶
No person shall wilfully or maliciously remove, destroy or alter the number on the frame of any bicycle licensed pursuant to this title. No person shall remove, destroy or alter any license plate, seal or registration card during the time in which such license plate, seal or registration card is operative; provided, however, that nothing in this title shall prohibit the chief of police from stamping numbers on the frames of bicycles on which no serial number can be found; or on which said number is illegible or insufficient for identification purposes.

§ 10.60.060. License—Fee.¶
The license fee to be paid for each bicycle shall be one dollar and shall be paid in advance. Licenses issued hereunder shall not be transferable from one bicycle to another. All license fees collected under this title shall be paid into the general fund of the city.

§ 10.60.070. Riding restricted.¶
No person shall ride or park or leave a bicycle upon any sidewalk. The rider of a bicycle upon a roadway shall ride as nearly as practicable within five feet of the right-hand curb or edge of the roadway except when passing a standing vehicle or making a left-hand turn at an intersection.

§ 10.60.080. Riding on handlebars—Prohibited.¶
No operator of any bicycle when upon the street shall carry any other person upon the bar, handle or tank of any such vehicle, and no person shall so ride upon any such vehicle.
